Chief Policy Analyst
Job Description NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with more than 5,000 employees. DEP is currently seeking a dynamic individual to serve as a Senior Policy Analyst in the Bureau of Environmental Compliance. The Bureau of Environmental Compliance (BEC) enforces the City’s Air and Noise Codes, regulations that affect the health and safety of the public and environment. The Bureau has the goal of enhancing quality of life for New Yorkers by relieving neighborhoods of environmental pollutants and stressors. DEP is seeking an experienced Senior Policy Analyst and Strategist with project management skills to refine and implement innovative policies. A successful candidate will be a strategic thinker and excellent communicator, with a proven track record of project management, policy analysis, policy development, and implementation. The selected individual will report directly to the Deputy Commissioner of the Bureau of Environmental Compliance and will work closely with Bureau leadership to fulfill BEC’s mission and strategic goals. Working closely with BEC staff, the Policy Analyst will be responsible for a variety of tasks in support of the Bureau: - Analyze quantitative data and synthesize into compelling, data-driven narratives that position the Bureau to advance its strategic priorities. - Conduct policy research, draft policy recommendations, and present in a format appropriate to the audience. - Act as a point of contact between the Bureau and other bureaus within BEC, external stakeholders, including members of the public, other agencies, subject matter experts, and the Mayor’s Office. - Manage special projects, such as: a. Identifying subject matter experts for participation in a public/private committee tasked with developing and evaluating policies, establishing goals and timelines for the group, and acting as point person for the group. b. At a high level, overseeing the status of environmental review for Bureau initiatives. c. Designing new programs such as an Indirect Source Rule, developing a project plan for implementation, and assisting with implementation. - Other duties include: a. Developing written documents and slide decks that convey complex, technical information accurately in a manner suitable to the general public and non-technical City stakeholders. b. Prepare agendas and minutes for meetings, and track follow up actions. c. Identifying opportunities to share the Bureau’s accomplishments and future goals with the agency’s executive staff and the public. Successful candidates will: - Demonstrate excellent analytical abilities, equally comfortable performing quantitative and qualitative analysis. - Bring critical thinking skills and an aptitude for providing analysis under tight deadlines. - Be familiar with strategic planning processes, project management tools, and data-driven analytical approaches. - Excel in a team-oriented environment and develop strong, collaborative relationships with superiors, peers, subordinates across the agency. - Clearly, concisely, and tactfully communicate verbally and in writing with senior agency executives and their staff. - Have strong time management skills and personal initiative, with the ability to manage multiple project workstreams and deadlines. - Show excellent judgment and discretion with confidential matters. Qualifications 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
