Job Description:

MAJOR RESPONSIBILITIES

Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.Lead team to provide proper coordination and guidance among relevant government, country-wide initiatives, community partners, NGOs, and other key stakeholders.Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation. Including to facilitate adaptive management and learning.Coordinate closely with WVIM National Offices in administrative and P&C matters, especially regarding operations and financial matters as they relate to the program.Serve as primary liaison to current and future donors, authorities (where appropriate), and local NGOs regarding projects under CoP portfolio.Facilitate learning of best practices on program’s technical areas and other donor   organizations.Ensure high quality technical leadership and oversight is in place for the programResearch new funding opportunities and develop and write funding proposalsSupervise a team of senior level international and national staff with skills across a diverse set of technical areasEnsure proper technical capacity of staff to manage complex donor-funded projectsLead short-term consultantsEstablish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate, and professional reports that meet donor requirementsEnsure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk auditsEscalate grant management issues early and openly; resolve grant management issues quickly and fully.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

10+ years of extensive international development experience managing large grant-funded projects especially in Myanmar or other countries in the region from which learnings can be gainedOther related experience such as sector assessments, project design, planning, budgeting, monitoring and evaluationExperience living and working in less developed or conflict-affected countries Experience of WV processes and objectives and/or relationships with other NGOs, civil society and potential partnersStrong knowledge of market-based programming to promote sustainable livelihoods outcomesProven ability to build and manage high performance local field teams. Provide mentoring to increase their autonomy, introduce appropriate management practices, and information from a wide range of sources.Experience in leadership roles including strategic design and learning and knowledge management.A Master degree in a livelihood, rural development related fieldKnowledge of relevant donor and funder requirementsApply a facilitative management style, helping to remove barriers that reduce project teams’ ability to reach their potentialKeen understanding of the unique political dynamics of Myanmar and ability to work carefully and collaboratively to maintain productive relationships with the various stakeholders, while keeping staff safety as primary focus.Strong presentation and report writing skillsSensitivity to working in multi-cultural, -ethnic and -religious organizations.
