The USAID/South Sudan Care and Treatment Activity will focus on improving equitable access to and use of quality comprehensive HIV prevention, testing, care, and treatment services for all South Sudanese, providing quality comprehensive services for key populations at the current locations and expanding as needed, and developing local partner capacity and preparing local partners to manage direct awards. It will operate over a five-year period.

 

Jhpiego seeks a Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for this upcoming USAID opportunity in South Sudan. The COP will have the overall responsibility for leadership and management of and reporting on the project activities, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity and serving as the first point of interface with USAID on routine and strategic matters. They will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities. 

 

This position is contingent upon award from USAID. Qualified South Sudanese nationals are strongly encouraged to apply.

Responsibilities Provide leadership and strategic direction to ensure programmatic and financial integrity of the Care and Treatment Activity and to achieve rapid and sustained project goals, objectives and targetsEnsure compliance with the project results and oversight of project activities to ensure they are implemented according to PEPFAR/USAID standards and guidelinesDevelop and maintain strong working relationships and alliances with Government of South Sudan, USAID, local organizations and actors, other USG implementing partners, private sector partners and other key stakeholders in South Sudan to maximize resources and avoid duplication of effort Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including relevant Line Ministries, USAID and implementing partners in public and professional circles through meetings, conferences, and presentationsDevelop and maintain routine communication with project team including subcontractors/subgrantees and community care workers to facilitate routine identification of quality gaps and provide support to improve service delivery to beneficiariesProvide technical leadership in the design, analysis, and synthesis of interventionsEnsure the quality and sustainability of interventions through different service delivery channels particularly in the areas of HIV prevention, testing, care, and treatment servicesParticipate in relevant technical advisory groups with counterparts and partner institutions Lead the annual work planning process in close collaboration with USAID, the project team, and project partners and in consultation with stakeholders and beneficiariesOversee preparation and ensure high quality of project reports to USAID, in line with USAID’s reporting requirementsMentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results Develop and maintain a positive and respectful team culture Write and/or review technical components of materials and publications related to integrated health and its developmentWork with finance and project staff to develop and track project budgets to ensure resources for project implementation are available and that the project is implemented within budget Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks to effectively track data and results and establish a culture of data for decision making Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation Ensure compliance with USAID operational policies and regulations as well as Jhpiego’s internal processes and proceduresEnsure that program is technically sound, evidence-based, and responsive to the needs of South Sudan, its people, and donor Required Qualifications Advanced degree in public health, health administration, international health, or a related fieldAt least 10+ years of experience managing international health projects, including substantial experience managing large, multi-year international health sector development projects (approximately $5M per year) that have implemented successful activities in HIV/AIDSManagement, training or clinical background in HIV prevention, preferably with a community-based programDemonstrated experience managing consortiums and building capacity of local organizationsDemonstrated experience and knowledge in establishing systems and overseeing project start-upDemonstrated experience in leadership roles, promoting strategic planning, team-building and careful budget managementDeep understanding of the South Sudanese health sectorExperience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needsExcellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, the private sector and other donorsIn-depth knowledge of USG and PEPFAR programs, regulations, compliance, and reporting requirementsExperience identifying best practices and adapting them to project realities, with strong attention to quality of careAbility to work in a complex environment with multiple tasks, short deadlines, and intense pressure to performProficiency in Microsoft Office applications Strong writing and oral presentation skills, including fluency in EnglishAbility to travel nationally Preferred Qualifications Working knowledge of local languages preferred
