Capital Equipment Mgr

Job Summary

Creates and manages the system’s capital equipment acquisition process, coordinating activities related to the procurement of complex capital equipment from project charter through delivery, and manages the sourcing strategy; provides daily direction and leadership in accordance with Vandalia Procurement (Capital) policies, procedures, and best practices in support of business needs. This includes coordination with Clinical, Administration, Information Services, Clinical Engineering, Medical Affairs, Finance, and others as needed.

 

Responsibilities

• Will manage and direct the Capital Equipment Coordinator/Buyer in day-to-day activities. • Initiate, implement, and participate in programs to reduce capital purchasing costs. • Prepare monthly capital committee agenda, capital budget report and prepare report outs for capital projects in process. • Initiate, implement, and participate in programs to reduce capital purchasing costs. This should include a planned equipment replacement needs based on equipment age, status of end of life, end of service and defined metrics on critical nature of equipment. This report should be prepared annually for executive leadership for consideration in the capital plan. • These functions include value analysis, area coordination in relation to inventory management techniques, order processing systems, and equipment product standardization. • Evaluate vendors performance, prices, and reliability. Schedule and own quarterly business reviews with key suppliers. • Maintain and promote a high level of business ethics with customers and vendors. Utilize negotiation skills and techniques. • Interview sales and technical representatives, represent Vandalia in negotiations, and serve as a liaison between departments and vendors. • Resolve problems with Vandalia vendors arising from quality and quantity of material furnished, prices, delivery, and service. • Perform analysis of bids, market trends, and vendor logistics ensure appropriate benchmarking and market intelligence reporting from external sources is employed as appropriate. This analysis will include comparison of outright purchase, leasing, cost per use and other acquisition methods as proposed by suppliers. May include return on investment analysis, cost of consumable impacts, reimbursement and communication with Medical Affairs should physician credentialing be required with new equipment and procedures. • Evaluate and select vendors, negotiate contracts, and manage the overall CAMC maintenance program, as well as standardization of equipment. • Maintain administration of purchase orders, tracking of purchase request and overall performance of the capital management system (Axiom). • Responsible for equipment trial purpose agreements, capital equipment procurement, leases, rentals, preventive maintenance vendor agreements, and equipment maintenance interaction with Clinical Engineering and Information Services. • Keep abreast of current regulations relating to: Hospital Financial Management, Reimbursement Systems, Occupational Safety and Health Administration (OSHA), procurement laws, local, state, and federal tax structures, and shipping regulations. Reporting of any equipment placement agreements, cost per use that may have Medicare cost report requirements. • Review operational cost records as required to comply with the budget and recommend and administer training programs to improve competency levels of subordinates. • Establish meaningful and measurable objectives. Inform the System Director of Purchasing of his/her activities, plans/programs, and requirements or problems relating to department operations and suppliers. • Monitor and maintain a computerized order entry and purchasing management system to meet the operational and functional requirements of Vandalia Health. • Share responsibility for the Purchasing Department Policy and Procedure manual and its revision. • Consult and work internally with the following departments: Administration, Materiel Handling Center, Accounts Payable, Finance, Nursing, Office of General Counsel, Compliance, Clinical Engineering, and other service areas.
