Job Description
SUMMARY:
Reporting to a Campus Police Sergeant, Lieutenant, and/or other supervisory officer at Montclair State University Police Department, the Campus Police Officer provides foot and vehicular patrol security and surveillance during an assigned tour of duty, assistance and protection for persons and property; assures observance of the law and apprehends law breakers.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Ensures campus security and guards against trespass, theft, damage to property, fire and injury.
Implements measures necessary to safeguard the lives and property of all members of the MSU community and of visitors to the campus.
Enforces State laws, as well as the rules and regulations of the University.
Investigates criminal, civil, and other complaints (including those of motor vehicle violations) committed by or against the university and observes established regulations and policy in such work.
Coordinates initial incident/crime scene response effort with appropriate State public agencies when required or when assistance is needed.
Responds to physical and verbal altercations including domestic disputes.
Provides general assistance to all persons on campus, regarding campus locations, special events, campus regulations, provisions of the law, and other matters.
Regulates and controls pedestrian and vehicular traffic when necessary, to ensure safety and reasonable rapid movement of traffic with a minimum of interference.
Enforces traffic laws and regulations; issues verbal/written warnings and summonses to traffic violators and explains legal procedures regarding summonses.
Gather information from accident parties and witnesses to determine the facts of the accidents and to complete accident reports.
Conducts field sobriety tests to determine probable cause for breath or blood test and/or arrest for alcohol or drug use.
Reports campus conditions to dispatch while patrolling the designated territory.
Takes needed action as to suspicious persons and conditions and reports significant actions, occurrences, and conditions.
Transports persons needing assistance during emergency and/or official business.
Executes official documents (e.g. warrants, subpoena).
Conducts searches of persons, premises, automobiles or property with probable cause.
Maintains radio communications with headquarters by operating portable radio or patrol vehicle radio in order to facilitate patrol activities; communicates to dispatcher/control center all crimes/disturbances in progress.
Inspects patrol vehicles for weapons and contraband before and after prisoner transport and before starting shift.
Administers first aid in the case of accidents or emergencies.
Checks cars and persons in restricted areas to determine if presence is authorized and takes action when necessary.
Prepares clear, accurate, and informative reports of significant activities and conditions. Reports orally or in writing to supervisors on the results of investigations, personnel status and on emergency or potential emergency situations.
Operates body worn cameras when appropriate.
Ensures adherence to policies and procedures concerning school security and safety. protocols for sexual assault response and referrals; pertaining to building trust with diverse local communities.
Maintains essential records and files. Records the arrest of individuals (e.g. completes forms, fingerprints, and photographs) to document arrests.
Performs other duties as assigned.

QUALIFICATIONS:
REQUIRED:
Graduation from high school or vocational school or possession of an approved high school equivalency certificate.
Minimum of 18 years of age.
United States citizenship.
Candidates must pass a medical examination, a psychological examination, a drug test, and a comprehensive and complete background investigation.
Candidates must be able to pass a NJ Police Training Commission (PTC), Physical Fitness Pre-assessment.
Candidates must obtain a Certification from a PTC Approved Basic Course for Police Officers within 9 months of hire.
Appointees to this position shall qualify semi-annually in the use of firearms.
Possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
If the applicant served in the military, did not receive a dishonorable discharge.
Pass a Drug Test Administered before final offer of employment.
Note: Employment in this position is conditional until requirements are met. Upon appointment candidates are placed into a temporary position until Police Academy graduation or waiver program. This is a 9 month appointment and failure to meet requirements may result in termination of the temporary position.
