The Business Specialist reports to the Nuclear Support Services Manager and is responsible for the handling and managing of various subcontracts as the Subcontract Technical Representative (STR) for Stockpile Experimentation and Operations Nuclear Facility Operations Directorate.

 

Key Responsibilities

Serve as Subcontract Technical Representative for assigned subcontracts. Review and approve or recommend approval of subcontractor invoices. Provide input to annual budget process for the department and monitor costs vs plan for labor and material costs. Track and report on expenditures of funds vs targets/expectations/authorization.Review procurement documents for accuracy, adequacy, and completeness, and assist technical managers as needed to ensure the final documents are acceptable for action by Procurement. Facilitate timely responses to Procurement inquiries.Validate that procurement documents developed for SEO are of sufficient quality to meet MSTS requirements to maintain compliance. Ensures support requests accurately describe all necessary details, i.e., scope of work, labor category, work location, experience/education, security requirements, and that the appropriate subcontract vehicle is used. Develop acquisition and procurement metrics that identify business objectives and goals. Assist with the development of specifications and scopes of work for procurement of services and personnel resources. Monitor performance trends of acquisitions in the requisition and procurement phases. Prepare acquisition status briefings for leadership.Monitor each subcontract employee to ensure accesses, badging, training, and time/expense entries are maintained and completed. Ability to build and maintain cooperative partnerships with organizations that will contribute to an effective and efficient process for bringing and maintaining subcontract support.Perform other duties and responsibilities as assigned by the Nuclear Support Services Manager. Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

Bachelor’s degree in related field and at least 12 years of professional level experience or equivalent training and experience.Prefer high-level organizational, business planning and record-keeping skills. Ability to maintain a consistent understanding of major procurement actions.Ability to analyze technical documents and specifications to understand critical requirements and convert them into executable statements of work or personnel qualifications requirements for subcontracted acquisition of resources.High-level verbal and written communication skills; proficiency with Microsoft Office suites, including Excel and similar programs.Critical thinking and problem-solving.Two or more years’ working level experience with Oracle business suite is preferred.Demonstrated skills to establish and maintain strong and effective customer relations.Able to utilize independent judgment and initiative to resolve problems and ensure that requirements are completed efficiently, on-time and are cost-effective.The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work an adjusted work schedule of (4-10's) four, ten-hour days, not including time to travel to and from the Nevada National Security Site.Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $114,670.40 - $177,736.00.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
