Summary This position is located at Fort Campbell, Family, Morale, Welfare and Recreation. This position is eligible for the NAF benefits package and leave accrual. Responsibilities Through subordinate activity managers, is responsible for overall management and direction of the DFMWR Business and Recreation Division at a large garrison. Responsible for overall management of fiscal resources and direction. Provides leadership and supervision, and communicates mission and organization goals to subordinates. Directs, develops and administers plans and procedures. Implements, enforces, and ensures compliance with regulations. Provides an aggressive community business program, and a comprehensive community recreation program widely recognized for addressing a broad range of interests and needs of the military community. Provides sound leadership and supervision to ensure attainment of the established objectives of the division. Institutes innovative programs to meet future needs, including development and support of policies and guidance. Serves as the Garrison representative and advisor on matters relating to the recreation and morale support of soldiers and their Families. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Qualification Requirements: Work experience directing/managing one or more Directorate of Family and Morale, Welfare and Recreation Programs for a garrison, or similar civilian operations, for at least one year. Applicants meeting the following will be considered Highly Preferred: Possess a minimum of 2 years Program Manager experience in Community Recreation (includes Sports, Fitness and Aquatics, Recreation Centers/Warrior Zone, Auto Skills, Arts and Crafts, Library, Special Events, Outdoor Recreation Programs) or Business Operations Division (Bowling, Golf, Food and Beverage Programs) Possess experience with Non-Appropriated Fund (NAF) Financials and Budgeting Possess experience with strategic planning or change management and/or work with command or leadership lines of effort. Possess Demonstrated experience with information systems such as Army Community Recreation Reports Online (ACRRO), Standard NAF Automated Contracting System (SNACS), Defense Civilian Personnel Data System (DCPDS) and/or AutoNOA, RecTrac or civilian or sister service equivalent, Standard Management Information Reports for Finance (SMIRF), or BlueForce **Applicants that meet the Highly Preferred criteria will be referred to management for consideration first. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
