Description of Work Unit
The Office of the Registrar provides leadership and service in student enrollment and academic record management that supports recruitment, retention, and graduation goals of Colorado State University. Position Summary

This is a full-time 12-month administrative professional position that reports directly to the Director/University Registrar. This position oversees the business operations, administration, and overall management of departmental financial and human capital resources.
This position serves as the primary fiscal/budget officer for the Office of the Registrar by advising and assisting the Director in all matters related to fiscal management. It provides oversight, both strategic and managerial, of the financial and budgetary practices of the office, which requires full knowledge of university and state policies and procedures. As the HR Liaison, this position is the departmental resource for payroll, time clock, benefits, sick and annual leave, parental leave, FMLA , workers’ compensation, searches, promotions, and all other policies and procedures related to human resources. This position requires a strong working knowledge of Kuali Financial System, Oracle, and Talent Management System. Through onboarding, training, professional development and role modeling, this position contributes to the advancement of diversity, equity and inclusion efforts in the department and division.
Required Job Qualifications
All required job qualifications must be referenced in application materials to be considered for this position. The following items are required:
+ Bachelor’s degree in accounting, finance, business, human resources, or a related field that emphasizes analysis, critical thinking, and communication skills. (Will consider four years relevant professional work in lieu of a degree)
+ Two years of professional accounting experience.
+ Two years of professional budgeting experience.
+ One year of professional human resources experience.
+ One year of supervisory experience. (will consider supervision of student staff)
+ Demonstrated experience working with data, including conducting data queries and performing analyses.
+ Excellent written and oral communication skills.

+ Master’s degree in business, human resources or related field
+ Human resources credential, such as PHR / SPHR , or SHRM -CP/ SHRM - SCP
+ 3+ years of administrative-level university budgeting experience
+ Demonstrated experience with Kuali Financial System, including business, financial, and budgeting functions
+ Demonstrated experience with Oracle human resources system
+ Demonstrated understanding of how technology can be used to facilitate effective and efficient service and processes.
+ Demonstrated ability to work independently and to exercise initiative
+ Demonstrated ability to foster productive relationships across departments in a large organization
+ Demonstrated experience with financial reporting systems such as: Vista Reports, ODS , Web Focus, Excel and Access as well as writing reports and documentation of policies and procedures.
+ Excellent customer service skills, including but not limited to working with Human Resources and the Office of Equal Opportunity

Essential Duties

Duty/Responsibility
+ Assist with the development of annual budget of approximately $3M and projections of future budgets
+ Act as strategic advisor to the Director on all matters related to budget planning and forecasting
+ Monitor on a continual basis the budget, sources of revenue and expenditures of the Office of the Registrar to prevent both deficit spending and high year-end balances; collaborate with the Director to modify spending, as necessary
+ Coordinate monthly budget projections to review expenses and pending activities to ensure they remain within established budgetary limits
+ Oversee accounting operations within the department to ensure that financial policies and procedures are consistently followed, and that all accounting functions and transactions are executed in a timely and correct manner
+ Analyze business practices and create solutions for improved stewardship of financial resources and meeting fiscal deadlines
+ Approve all transactions in the Kuali Financial System, including pCard reallocations and travel reimbursements
+ Approve all budget transfers and expenditures (transactions) under $1,000
+ Conduct daily transaction approvals and monthly account reconciliations; with the latter, identify and correct errors while implementing effective measures to avoid future recurrences
+ Formulate and implement goals and strategies related to personnel and financial procedures and processes
+ Train Registrar staff on university policies and procedures and the software applications pertaining to their respective responsibilities where budgetary functions are decentralized within the office
+ Communicate and coordinate the Office of the Registrar budget (salary savings, budget construction, etc.) with the VPEA Central Office Budget Officer

+ Lead the human resources functions of the office including payroll, benefits, sick and annual leave, parental leave, FMLA , short-term disability, leave without pay, time clock management, and all other policies and procedures related to human resources.
+ Manage the hiring process for Administrative Professional, State Classified, Temporary Non-Student Hourly, and Student employees from position planning and job description development, through hiring and onboarding.
+ Provide training on HR topics, promote professional development of staff, moderate personnel issues, develop a strategic plan to increase/maintain employee engagement and retention, perform exit interviews and work with managers to maintain a positive work environment.
+ Facilitates performance interventions and confidential matters related to employee relations. Serves as liaison between leadership and staff members around conflict resolution and will create recommendations and action plans for successful outcomes.
+ Coordinate mentorships between new staff members by facilitating growth opportunities.
+ Provide training on HR topics and systems, promote professional development of staff, moderate personnel issues as appropriate, develop a strategic plan to increase/maintain employee engagement and retention, perform exit interviews, facilitate learning from outcomes of exit interviews and work with managers to maintain a positive work environment.
+ Identify measures to assess and implement corresponding improvements throughout the organization to increase efficiency, customer service, and overall organizational outcomes.
+ Serve as the Equal Opportunity Coordinator, Search Chair or Search support as needed on Office of the Registrar searches.
+ Direct the Promotion/Alternative Appointment Request process on an as needed basis.
+ Manage the annual salary exercise for Administrative Professional and State Classified employees.
