BASIC FUNCTION:

Responsible for all business functions of the College of Health Sciences, including budget and finances (all sources of funds). Advise and support the Dean and Chief Business Officer in the appropriate expense, use and generation of college resources. Work collaboratively with the CHS financial team to establish business procedures for the College and oversee their implementation. Promote and assist in ensuring adherence to federal, state, and institutional policies and procedures by CHS and departmental staff.
Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:

Monitor and supervise routine business functions for the College of Health Sciences.

Support the Chief Business Officer with the administration and expenditure of all CHS funds and generate various reports.

Assist the Chief Business Officer in short- and long-term forecasting for decision making.

Interpret and provide advice regarding URI budget, accounting and personnel policies and procedures to faculty, staff, and students. Provide training and assistance to support staff as required.

In consultation with the Chief Business Officer, develop & process personnel transactions.

Coordinate and monitor the annual College budgets, including State, federal, private, and other contract and grant funding. Ensure accuracy in budget preparation and monitoring for salaries, indirect cost rates, services and supplies, and cost sharing.

Coordinate budget requests from CHS departments and assist with the determination of departmental budgets. Reconcile CHS College budgets and accounts with the University’s financial records and compare actual revenues and expenditures against approved budgets monthly.

Represent the Dean’s Office in conducting CHS business with relevant University offices, including but not limited to Controller, Purchasing, Financial Planning & Strategy, Provost and Human Resources.

Attend weekly meetings of the College Financial team.

Work collaboratively with other business managers on funding for joint positions and initiatives.

OTHER DUTIES AND RESPONSIBILITIES:

Monitor departmental compliance with university, state, and federal rules and regulations in business/fiscal transactions.

Perform additional duties as required.

LICENSES, TOOLS, EQUIPMENT:

Personal computers; printers; computer software, including Microsoft 365, specifically Excel and spreadsheet analysis; and enterprise databases such as PeopleSoft.

Required Qualifications REQUIRED:

1. Bachelor’s degree in business, public administration, or a related field.

2. Minimum of four years of increasingly responsible professional experience in complex business/administrative logistical support position.

3. Demonstrated strong verbal and interpersonal communication skills.

4. Demonstrated proficiency in written communication skills.

5. Demonstrated knowledge of budgetary processes and analyses.

6. Demonstrated experience developing and implementing administrative and financial policies and procedures.

7. Demonstrated organizational skills.

8. Demonstrated supervisory experience.

9. Demonstrated ability to simultaneously manage multiple projects.

10. Demonstrated ability to work both independently and collaboratively with administrators, faculty, and staff.

11. Demonstrated issue resolution experience.

12. Demonstrated experience with Microsoft 365 (specifically Excel and spreadsheet analysis).

13. Demonstrated experience with enterprise databases (such as PeopleSoft).

14. Demonstrated ability to work with diverse groups/populations.

Preferred Qualifications PREFERRED:

1. Master’s degree.

2. Minimum of four years of increasingly responsible professional experience in a university, college, government, or similar setting.
