Responsibilities Serves as Chief Business and Recreation Division, and as such plans, manages, directs, coordinates and supervises the functions, programs and activities of the division and performs delegated personnel management responsibilities. Plans, directs, coordinates, evaluates community wide revenue generating programs. Determines local policies for providing business/recreation services. Determines program requirements, ensures pertinent regulations/directives are implemented. Manages the formulation and execution of annual budget, funded through appropriated and non-appropriated funds. Reviews budget estimates submitted by program activities for completeness and applicability to program goals and objectives. Studies programs and services to determine services, needs, acceptance and use. Determines program strengths and weaknesses and devises ways to improve services, reduce operational costs, and increase efficiency. Performs the full range of delegated supervisory personnel management tasks. Assigns, directs, and oversees the work of employees. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Standard Qualifications: Progressively responsible experience performing related duties, which demonstrates the ability to successfully perform the duties of this position. Experience in a supervisory capacity is mandatory. Knowledge of the goals, concepts and techniques of a community activities program, including recreation, sports, entertainment and art, and of general management and business operations of various facilities is required. Five years' experience in formulating and executing APF and NAF budgets is desirable. Highly Qualified: Possess three (3) years of professional experience managing multiple Army NAF business and/or recreation programs. Experience MUST be reflected on your Resume at the time of application and Licensing MUST be uploaded to the Documents section to be considered for Standard and/or Highly Qualified for this position. PCS Costs Payment Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move may be in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives may be paid. Incentive or bonus in the amount of up to $10,000 may be authorized. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
