**Description**
The Business Analyst II is responsible for creating, analyzing, and documenting business requirements and/or functional specifications. Throughout the scoping, development, testing, deployment and implementation of updated and/or new system functionalities and processes, the Business Analyst II serves as a liaison between Operations and Information Systems (IS). The role will act as a lead in reviewing and prioritizing systems development issues and initiatives as well as coordinating key project tasks including, business requirements, sequencing, testing, and deployment schedules in partnership with the IT function.
The Business Analyst II is also responsible for researching and evaluating alternative approaches and recommend efficient and cost effective solutions. The individual additionally contributes to activities to improve quality and advance the overall analysis practice throughout the organization.
The Business Analyst II must demonstrate the highest levels of customer service, technical knowledge, productivity, professionalism, and react with a sense of urgency to meet customer and operational demands within a timely manner.
**Duties and Responsibilities:**
This position will provide technical support, business systems analysis, system training and at times coaching and mentorship.
Duties listed below may vary in terms of importance and others may be added or eliminated as the position develops. In addition, specific positions within this classification may have special duties and special qualifications.
**_Essential Job Functions_** **:**
1. Develop and maintain exceptional working knowledge of internal software applications, data structures, architecture, and processing capabilities
2. Ensure functional requirements are appropriately represented in business requirements and technical specification documents
3. Work with operations staff to ensure complete and accurate testing of all incidents and system enhancements before deployment to production environments. Ensure original submitter of incident/enhancement approves of the change and is aware of the deployment.
4. Build Business Requirement Documents (BRD’s) for all system enhancements and work with operations management to obtain approval before submittal
5. Act as a liaison between infrastructure, application development and business intelligence teams within IT and with business units outside of IT to provide information and facilitate relevant discussions to include, but are not limited to: business requirements, functional specification, design specification, user documentation, system documentation, testing documents and help files.
6. Work closely with Project Manager to ensure technological and operational needs are met
7. Coordinates system development and deployment projects with Application Development and/or other implementation teams
8. Collaborate with system users to identify processing constraints, and work collaboratively towards recommending system enhancements and workflow improvements. If internal systems aren’t sufficient, the iLIFE Business Analyst II will work with leadership to build a business case for additional systems.
9. Work with iLIFE leadership to prioritize system enhancements (based on severity and overall impact)
10. Responsible for verifying the accuracy and validity of reports and other various reportable metrics
11. Mentor and coach other technical staff in problem analysis and resolution efforts
12. Lead in providing support and troubleshooting of user endpoint issues
13. Proactively identify future business needs/requirements
14. Monitors end-users and management to understand system and process issues
15. Monitors all output for accuracy, validity and reliability
16. Assist Project Manager and implementation team in data validation for any parallel testing or client implementations.
17. Create test plans, training materials and system documentation
18. Assist and/or conduct end user training and work with the iLIFE Communication and Documentation Specialist to ensure work instructions are revised
19. Coordinate and contribute effectively to the implementation of IT projects
20. Ensure output has high quality, is reliable and valid at all times
21. Assist with FEA Transfers within the IRIS program and ensure all transfer requests are completed per the guidelines set forth by the client.
22. Fosters a positive and representative work environment, which promotes development of acceptable work ethics
23. Practices and promotes safety in the workplace
24. Performs other related duties as assigned and may be aligned with other programs within the agency in order to meet consumer needs and contract requirements
25. Follows agency and internal departmental policies and procedures
26. Perform special assignments and or projects as assigned
**Qualifications**
**Required Technical Skills, Experience, Education, and Credentials:**
1. Bachelor’s degree in IT or a related field, or equivalent work experience
2. 5 plus years of experience as a Business Analyst
3. Familiarity with modular application design, .NET Framework, C#, JavaScript
4. Working knowledge of Agile methodologies
5. Demonstrated proficiency in performing root cause analysis
6. Excellent communication skills, including the ability to explain technical concepts to non-technical employees
7. Must be able to work as part of a team as well as individually
8. Minimum 2 years’ experience writing and pulling SQL scripts
9. Knowledge and experience in document management
10. Strong analytical, organizational, and problem solving skills
11. Strong attention to detail, organization skills, and timeliness in order to meet customer expectations
12. Ability to analyze, isolate, duplicate and document software problems
13. Strong interpersonal and communication skills and the ability to interact with all levels of the organization

1. High sense of urgency to evaluate, validate, replicate output versus input
2. Ability to input data into a computer system for an extended period of time, requiring both appropriate visual abilities and manual dexterity.
3. Full time position operating in a general office setting
4. Most of the functions of this position are deadline oriented; overtime and/or flexible scheduling may be required to complete the necessary duties.
