Complete Description:
The successful candidate will spend a good portion of their time working with the business and technology areas to gather requirements for the ELIAS project. The candidate will gain an understanding of business functions, processing, challenges and opportunities to be effective in this role. The successful candidate is expected to facilitate collaboration to elicit, analyze and document requirements for cross functional solutions and work with project teams to develop scenarios for testing. The successful candidate will possess effective written and verbal communication skills and will collaborate with the leadership to ensure solution and project team are aligned to meet business objectives.
Required Skills:
• Work with project manager to facilitate the definition of solution scope.
• Working with technical and business staff to elicit, analyze, organize, simplify and document detailed business requirements by using a variety of elicitation techniques, understanding business processes and technology, DHS standards, federal and state policy, and ensuring strategic and project goal alignment.
• Facilitate meetings with stakeholders to collect the information necessary to create deliverables within the established deadlines.
• Ensure active participation of the correct stakeholders.
• Manage requirements and facilitate requirements change decisions
• Accurately prepare written business correspondence that is coherent, grammatically correct, effective, professional and engaging.
• Validate requirements with stakeholders and the project team by communicating and presenting requirement artifacts and deliverables appropriate to stakeholder needs.
• Demonstrated ability to function effectively in a collaborative team environment.
• Demonstrated ability to work and communicate with internal and external customers in a polite, courteous, and cooperative manner.
• Demonstrated understanding of mainframe and client/server architectures.
• Demonstrated ability of high levels of interpersonal and communication skills.
• Demonstrated ability to self-motivate, self-direct, and work with little or no supervision and complete tasks within the defined project constraints.
• Experience with MS Word, Excel, SharePoint, Visio and Power Point
• Ability to effectively juggle multiple projects

• Experience with Health Care Experience, Medicaid, Food Assistance, and/or Family Investment Planning.
• Government sector experience.

Conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. Advises client or department heads on alternate methods of solving need or problem, or recommends specific solution. Requires experience providing consulting services to governmental entities. May be designated according to field of business and technical specialization.
11 or more years of experience. These consultants are recognized as top professionals in their chosen field and may be considered "Guru" subject-matter experts in IT Professional Services. Individuals possess multiple years of experience and are extremely competent and will typically hold advanced education degrees or certifications such as a Microsoft Certified Programmer Certified Business Analyst Professional (CBAP) or Project Manager Professional (PMP). *These advanced degrees and certifications may substitute, at the sole discretion of the State, for experience at this skill set level, and for this skill set level only. They have worked on multiple critical projects; have demonstrated the judgment to plan and accomplish goals; perform a variety of complicated tasks, and may lead and direct the work of others. This expert may report directly to Director or CIO level management; a wide degree of creativity and latitude is expected.
