The Business Analyst (BA) serves as the liaison between the business community and the technical development team. The BA is an active member in all phases of the Software Development Life Cycle (SDLC) including post production verification. The BA’s primary responsibility is to ensure that the implemented project, maintenance enhancement or defect fix meets the requirements of the business community. The BA will analyze business and user needs, document Use Cases that conclude with approved Functional Requirements. Prepares manages and communicates project activities with team participants as required.
Duties and Responsibilities:
Act as liaison between business users development group to gather and document Scope, Use Cases and Functional Requirements.
Prepare, manage and communicate project plans. Coordinate project activities with team participants as required.
Create and maintain required Unified Process artifacts for the approved SDLC process. Submit for review, distribution and business approval of these artifacts.
Participate in the preparation/execution of test plans and/or test criteria.
Prepare or oversee the preparation of implementation plans; user guides and/or documentation as required.
Facilitate interactions with other IT areas and business units, both internal and external. Serve as liaison between development groups and Infrastructure Teams. Serve as Project Manager, as required, for simple projects and report project and task status to senior management.
Diagnose and resolve system performance problems identified by Production Control, users or management.
Communicate effectively with business users and other managers. Ensure project documentation, plans and scheduling are in compliance with agency initiatives and priorities.
Identify, communicate and facilitate resolution to any production support, user requests or triaged Helpdesk tickets.
Monitor and measure the success of implemented solutions.
Skills:
Proven ability to communicate verbally and in writing to both project team and stakeholders at all levels.
Proven ability to facilitate requirements gathering sessions.
Attentiveness to the timely delivery of milestones.
Adept in Microsoft Office tool suite, and ClearQuest.
Ability to plan and coordinate activities independently.
Knowledge of methods and techniques of computer systems analysis and design.
Knowledge of technical terminology, codes and standard abbreviations.
Knowledge of one or more of the following: data structures, application programming, database development, or relational database theory and technology.
Ability to follow both oral and written instructions.
Ability to prepare flow charts, diagrams and Use Cases.
Ability to work in a team setting as well as independently.
Ability to give oral and written instructions in a precise, understandable manner.
Ability to prepare required deliverables in accordance with established procedures.
Ability to establish rapport and deal effectively with others.
Ability to maintain accurate records and status reporting.
Ability to understand and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities.
Ability to rapidly adjust to changing situations to meet emergencies or production issue resolution.
Ability to manage escalating issues and dispute resolution any components of a project. Understand when it is necessary to escalate to Sr. Management for resolution assistance.
Ability to demonstrate methodical and logical working practices.
Knowledge of the principles of software development using the approved SDLC.
Experience:
3 years Information technology experience
BA experience with a large systems development project
Desirable if experienced in health care plan subject area and/or government work
Desirable if experienced with the Unified Process
Education:
Bachelor’s degree, or higher or equivalent
SUCCESSFUL CANDIDATES - MUST BE ABLE TO F2F, have government healthcare experience and be able to be on site for the project duration.
