The Bursar is directly responsible for the management and operational control of all the functions/activities related to a student’s account including management of federal and non-federal student aid programs, billing and receivables, collections and liabilities, cashiering operations, third party accounts, and 1098-T reporting. He/she is responsible for developing and implementing processes and procedures to manage and maintain strong internal controls to oversee the accounting, recordkeeping and reporting functions related to the school’s use of federal and other student funds. He/she will work with colleagues across multiple departments and programs, to develop effective policies and operational guidelines to meet the needs of students, stakeholders, and program requirements while ensuring compliance with the University, state, federal regulations, and standard accounting procedures. This position is located on our Draper, UT campus.

Oversee the deposit operations to ensure all cash, checks, and credit card/electronic receipts processed are properly and accurately deposited and recorded in both the student information system and accounting systemResponsible for billing tuition and fees, while coordinating the preparation of billing with Admissions, Financial Aid and Registrar officesExceptional collaboration between all student facing departments (Financial Aid, Admissions, Registrar, Student Services) to streamline and enhance the student experienceManage all student accounts receivable, including related month-end accounting entries (revenue, A/R and bad debt)Own the management of the TouchNet online payment system and online payment plan setupUtilize sound business judgment to review outstanding balances to work with students on appropriate payment plans, or to be sent to an outside collection agency for non-paymentEnsure the processing of disbursements and refunds are in accordance with federal and state regulations and institutional policies and proceduresMaintain the accuracy of all Title IV fund account balances as well as review monthly and annual reconciliation performed by other staff membersPrepare and/or oversee the preparation of statements and invoices for students and third-party agencies such as payment invoices, VA verification, state authorizations, employer tuition reimbursement programs, etc.Review and communicate the cost breakdown for each program and program version to appropriate stake-holdersCreate and own agency relationships and review performance details to identify applicable changes that may impact the University and business (i.e. Collection Agencies, Merchant Services, etc.)Process 1098-T tax forms for all students and report annually with the IRS Keep up to date on changes to State and Federal regulations regarding student accounts, student refunds, student financial responsibility, 1098T processing, and cash/credit handling, and apply sound judgement to complex situations Assist in year-end financial statement and financial aid auditsRepresent the department at events such as orientation, graduation, admissions events, etc.Ensure timely response to student emails, phone calls and in-person visitsResponsible for managing all aspects of the Student Accounts departmentPosition is primarily on campusOther duties as assigned RequirementsEDUCATION/EXPERIENCE:
Required education: Bachelors degree in Business or FinancePreferred education: Masters degree – in Business or Finance/AccountingRequired experience: working in a Bursar, Student Accounts or Financial Aid role; experience in collection procedures, with emphasis on loan contract collections; administration of Title IV funds and Department of Education compliancePreferred experience: CampusNexus, TouchNet, 4-5 years in a similar role
