The Department of City Planning ensures the highest quality of life for present and future generations by providing excellent planning and enforcement services emphasizing the development of safe, healthy and fun communities where people choose to live, work and play. Serves as the Building Code Official of the City enforcing the Virginia Uniform Statewide Building Code (VAUSBC). Supervises 33 employees that perform the building permit and new construction inspections functions of the City of Norfolk. Serves as the staff support to the Board of Building Code Appeals. Works with City staff and developers to troubleshoot and solve complex permitting and inspections issues. Leads, manages and trains employees in all aspects of permits and inspections. Coordinates post event damage assessment, including training, organization, leadership and decision-making during events, and required reporting. Essential Functions + Ability to interpret all aspects of the VAUSBC and provides guidance to staff in both plan review and inspections. + Knowledge and ability to interpret the VAUSBC specifically with regards to existing and historic buildings and for structures located within the Special Flood Hazard Area. + Performs supervisory duties by preparing reports, reviewing subordinate work for accuracy and thoroughness, assigning duties, coordinating activities, ensuring prioritization of emergency situations, responding to requests for information, scheduling, disciplining, evaluating and developing personnel, setting goals and objectives, serving on multi-agency committees and teams, implementing technical and administrative policies and procedures and assisting with budget preparation. + Oversees enforcement of the VAUSBC by coordinating field investigations in response to complaints, permit applications, and requests from other city staff. + Provides assistance to the general public by receiving construction complaints, forwarding information to enforcement officers for investigation, and explaining regulations and proper compliance procedures. + Performs administrative duties by maintaining a computer permitting system issuing permits and Certificate of Occupancies. + Provides direction and guidance to staff by assisting them with difficult court cases, interpreting ordinances, reviewing their work, preparing reports, making recommendations, and implementing changes. + Performs related duties by preparing cases and compiling data for the prosecution of violations to city code. Education/Experience Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent. Required: + Five years of experience. Preferred: + Ten or more years of experience interpreting building code, issuing permits, conducting field investigations, reviewing construction repair and renovation plans, and issuing violation notices. + Two years of supervisory experience. Additional Information & Requirements Required: + Virginia Certified Building Official within 12 months of appointment. + Valid Driver's License. + Special Police Officer. Preferred: + Certified Building Official and Certified Floodplain Manager. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.
