Providing overall budgetary/fiscal policy direction and technical support for the divisional budget officers. Directing the analysis and development of strategies for improving the cost effectiveness of Buses operations and monitoring compliance with the established policies, procedures, and goals. Directing the analysis of the impact of the capital budget on the operating budget. Marrying capital plans with the operating budget. Directing the department’s efforts towards improving employee availability. Additional duties and responsibilities • Direct/oversee the contraction of Buses’ annual operating and capital budgets; the analysis of all requests for budget modifications to determine cost-effectiveness and consistency with Buses/NYCT long-range goals; and the develop of recommendations for cost-effective allocation or re-allocation of resources. • Direct the analyses of the economy/efficiency/effectiveness of transportation and maintenance programs and budgets to support policy decisions as well as Buses/NYCT/MTA short- and long-term planning efforts. Prepare executive level presentations for the MTA Board, NYCT President and others. Support capital planning efforts. • Identify and direct the performance of critical analyses on financial and operational issues which affect Buses’ ability to attain short- and long-term performance and financial goals. Direct the preparation of operational budget status reports and as-needed submissions to support FEMA reimbursable matters. • Direct the analysis if the impact of the capital budget on the operating budget. Marry capital plans with the operating budget. Make appropriate adjustments in operating budget based on the placement of new buses into service. Track the use of warranty work funds. • Directs the department’s efforts towards improving employee availability. This includes developing management reports to analyze and monitor the efficient use of availability resources and management practices, and establishing new, and amending existing, availability-related policies, programs, and procedures. In addition, this position is responsible for promoting the enforcement of absence control programs. Education and Experience 1. A baccalaureate degree in Business Administration, Accounting, Public Administration, or in a related area, and twelve (12) years of related experience, and at least six (6) years of which must have been in a supervisory/managerial capacity; OR 2. A satisfactory equivalent of the combined education and experience requirements. Desired Skills • Knowledge of NYCT budget procedures and capital program development techniques and policies. General knowledge of transportation operations at NYCT. Excellent verbal, written and interpersonal skills. Must be well versed in applicable software.
