Salary Range: $120,000-128,000
The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency’s budget and for monitoring Agency’s revenues, expenditures and staffing for all HRA’s programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency.
The Office of Budget Administration (OBA) is recruiting for one (1) Administrative Staff Analyst NM-2 to function as Budget Director, Expense Budget Reporting Unit who will:
- Management of the overall budget structure and major plan exercises (Executive Budget Plan, November Budget Plan and January Budget Plan) for the Agency. Overseeing on-going budget modifications, variance analyses and the Fiscal Year End Close exercise.
- Assisting with the compilation of New Need and PEG submissions to OMB.
- Updating the expense budget based on the Budget and Financial Plans.
- Overseeing the Agency wide Contract Funding Certification process and support on Financial Management System (FMS) applications.
- Overseeing the Financial Data Analysis and Reporting. Oversee and coordinate data analysis and reporting of the Finance Office’s major initiatives and activities to external constituents and senior management.
- Evaluating and reporting on budgetary and financial activities relating to all RCs within the Finance Office and integrating this information with other agency data.
- Interface with program areas to obtain statistics/data and develop reference materials to be utilized for internal meetings and City Council hearings.
- Completing and submitting the agency’s spending plan.
- Reviewing and analyzing spending variances.
- Provide timely and appropriate responses to numerous questions from OMB and HRA program areas.
- Manage and support staff to fulfill the responsibilities of the Unit.
Work Location: 4 World Trade Center, New York, NY
Hours/Schedule: 9:00 AM to 5:00 PM

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
