Coordinates citywide budget information for key revenue sources and expenditure categories. Works with city departments to analyze, maintain, forecast, and develop budgets in a manner consistent with the overall priorities of the city. Collaborates with various stakeholders to research and resolve budget-related issues. Provides guidance and analytical assistance in developing, presenting, and publishing the city's budget. Performs financial and technical research related to the city's budget and finances, including services analyses, cost and revenue studies, performance analyses, financial forecasting, and special projects. Assists in developing and administering policies and procedures. Assists departments with various special projects and analyses supporting the organization. Conducts operational reviews to identify efficiencies, improve processes, and maximize city resources. This position works under general supervision. Essential Functions + Acts as a budget advisor and serves as a resource for city departments and/or budget office leadership on budget and financial matters. Collaborates with various stakeholders and assigned departments in producing annual budgets, creating revenue estimates and assisting with the development of financial strategy. Produces monthly budget variance reports, budget changes and memos that support presentations to the mayor and city council. Produces monthly revenue and expense forecasts and contributes to the development and maintenance of long-term cash flow models for assigned departments. Performs and coordinates analyses and provides insight and budget guidance on various projects. + Assists with special projects, including those regarding cost and revenue studies, property tax, CIP, development impact fees, priority based budgeting and performance projects or other analyses. Compiles statistical and analytical data into reports for decision and policy makers. Creates and maintains financial models and tools for forecasting, cost planning and other financial projects. Acts as a financial resource to internal customers to identify and develop reporting specifically tailored for departmental needs. Collaborates, coordinates, communicates and works with a team to achieve varying objectives as required in each situation. + Collaborates with budget office leadership to support the formation and implementation of long-term financial management strategies, procedures and software, and stays aware of department regulations and trends. Partners with staff across the Department of Finance and Administration to identify and solve a wide array of budget, financial and system issues. Fosters a continuous improvement environment by identifying potential opportunities to eliminate duplicate efforts or to streamline and create efficiencies and automation. Represents the assigned departments at various public meetings in partnership with operational managers. + Develops quarterly and annual budget updates presented to the city's executive management team, distributed to city council and made available to Boise citizens. Gathers data from various outside agencies and entities. Uses technical tools to organize report data, including key economic indicators for the city, region, state and nation. Requirements Required Knowledge, Experience, And Training Bachelor's degree in finance, economics, accounting or related field and experience collaborating with various stakeholders to accomplish organizational goals and objectives, including financial and econometric modeling. Knowledge of: + application and data mining tools + techniques and methods used in financial analysis and sound business practices + governmental budgeting theories and practices + the inter-relationship between budget and accounting or other financially related groups + principles required to complete duties associated with budget development, strategic planning and financial reporting in a complex organization. Ability to: + analyze financial data, draw conclusions with skills in effective business writing and prepare clear and concise reports + work with people across the organization in order to facilitate work (i.e., obtain information and research issues), cultivate support, coordinate work and communicate to complete numerous special analyses and projects + establish and maintain effective working relationships with department staff and other City of Boise employees + operate a computer and use software applications + present information effectively to small groups + communicate effectively in the English language at a level necessary for efficient job performance + and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Preferred Knowledge, Experience, And Training Experience performing complex financial planning functions in the public sector. Certified Public Finance Officer, Certified Government Financial Manager, Project Management Professional and/or Certified Financial Analyst certification(s). A high level of proficiency in the Microsoft Office suite, specifically Excel.
