This position will support a wide range of budgetary and administrative functions for the department. Essential Functions • Prepares and/or collects comprehensive information for use in the creation of the division’s budget; performs research, data collection, analysis, and synthesis of information used to develop the section budgets, including the use of historical information, capital improvement projects, pending programs, and forecasts of future expenditures and revenues; prepares information through research and calculations such as salary and benefit spreadsheets; and analyzes and recommends divisional funding levels. • Participates in presenting budget recommendations to the division director; conducts additional research and/or explanations upon request; and incorporates recommendations and/or directives. • Performs research on budget operations and transactions; prepares and maintains a variety of financial and statistical reports related to the budget and the financial status and condition of the division, including quarterly financial reports, executive summaries, budget summaries, salary, and related benefits spreadsheets. Monitors expenses/revenues and reports to aid in the budget process. • Conducts operational research and management studies; analyzes Division operations, programs and services; makes recommendations to improve operations, to provide more responsive service, to optimize the use of resources, etc.; develops recommendations for changes in Divisional policies and procedures; and periodically conducts inventory and arranges for the replenishment of needed materials and supplies. • Performs financial reviews and analyses for the Division; compiles and evaluates operational data and cost histories; makes recommendations to improve cost and operational effectiveness; reviews internal and external billing activities and financial statements; conducts monthly financial close out procedures; monitors budget and financial status; prepares reports of analyses and recommendations; and prepares budget amendments as necessary. • Performs capital project related financial duties such as but not limited to: construction payments, change order reviews, familiar with contracts, statutes related to government finances. Minimum Qualifications • Bachelor’s degree required. • One (1) year of related experience. Candidates without a related degree must possess an additional four (4) years of related experience. • Fingerprinting required. Supplemental information •Salary offers above the minimum pay grade may be considered based on qualifications. •Essential Employees may be required to work during an undeclared or declared emergency.
