Budget Analyst
Summary About the Position: As a senior analyst at a major command, provides financial advisory services for a majorsegment of the command budget or for a total budget for one or more funds (i.e.: Operations &Maintenance (O&M), Defense, Research Development Test and Evaluation (RDTE), and investment). Responsibilities As a Budget Analyst, you will perform the following duties which is not an all-inclusive list: Provide management with financial information such as: financial reports, i.e. trend analyses of rates of expenditures, comparisons of actual performance to the financial plan, and identification of variances. Prepare briefings and information papers on assigned programs for Senior leaders. Analyze data trends, and develop program funding requirements, and recommends financial strategies and actions for meeting program requirements. Serve as a financial consultant to assigned programs on management of Contracts, and Task orders, provide analyses on the risk of these documents to command program. Articulate financial information, and analysis to non-financial personnel, and other stakeholders. Develop recommendations for Program Budget Decisions (PBDs), financial policies, and appropriations language to support national defense missions. Specialized Experience: One year of specialized experience which includes work such as analyzing and monitoring budget execution; developing strategies and procedures for successful recurring budgetary/financial events such as: end of month status reviews and presentations, and/or fiscal year-end close-outs; and providing advice and counsel to other resource management and non-resource management officials to resolve a variety of program, funding, and allocation issues. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies and Principles of Budget Decision Support Financial Management Analysis Financial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade, you must meet the qualification requirement using experience alone--no substitution of education for specialized experience is permitted.
