The primary purpose of this position is to serve as a Budget Analyst performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsibilities Performs budget formulation work involving preparation of detailed analyses or annual and/or multi-year budget estimates for assigned organization/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Uses automated budgetary systems(s) and computer-generated products in accomplishing budgeting assignments. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of financial management related information. Conducts budget-related training for functional contacts and/or program managers in assigned organizations. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes performing a variety of budget tasks involving formulation, execution and/or analysis of budgets for programs and/or support activities. Monitoring, researching, and analyzing the use of funds and the effect on programs plans and funding. Producing budget reports, plans, and schedules in analyses of budget information, costs, and expenditures of budget dollars. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. Skill in the application of methods and techniques (e.g., cost-benefit analysis, zero base budgeting, amortization, depreciation, and pro-rating revenues and cost among customers) to analyze and evaluate the effects of the changes in program plans and funding. Skill in formulating, justifying, and/or executing assigned budgets/programs. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, and present, and/or advise on budgetary processes/actions. Work Environment: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working in and traveling away from the work site. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
