Budget Analyst
Summary The Budget Analyst position is in the Department of Program Services, Court Services Office (CSO), Business Support Division. The CSO manages court administration and case management resources, programs, and services. The Business Support Division manages budget, financial, procurement, human resources, communications, training, analytical, and administrative activities for CSO. Responsibilities The Administrative Office of the U.S. Courts, Court Services Office (CSO) seeks a self-motivated Budget Analyst to join its team. The Budget Analyst is the primary financial analyst for centrally held compensation allotments and information technology funds. The Budget Analyst executes the budget, conducts analysis, and develops policies, standards, procedures to improve fiscal responsibility, accountability, and efficiency. The incumbent manages the daily financial and administrative operations of court allotments, obligates funds, prepares routing, and provides ad hoc reporting. This position reports to the Business Support Division Chief. The duties of this position include, but are not limited to: Managing the development of CSO's annual budget submission, request, and re-estimates. Participating in the development of the Court Administration and Case Management Committee's annual budget request, providing justification, submitting re-estimates to the Judicial Conference's Budget Committee, and assessing program impacts of budget cuts and Budget Committee changes. Managing and preparing CSO's annual financial plan, formulating and executing budget plans, monitoring expenditures, and conducting budget trend analysis. Coordinating with AO and CSO procurement staff to prepare and propose the annual procurement and acquisition plan and to execute procurements in accordance with requirements. Identifying and researching budgetary and financial issues, evaluating resource allocation, developing written analyses, making recommendations, and preparing budget policy guidance. Evaluating, maintaining, and improving the effectiveness of program requirements, systems, and procedures. Overseeing and assisting in the preparation of financial estimates, analyses, reports, and other materials. Reviewing, analyzing, and assisting in the preparation of budget estimates for one or more national programs. Collecting, auditing, analyzing, and reporting operational, budgetary, and financial data. Developing budget formulation, budget execution, and financial analysis training. Reviewing expenditures and providing recommendations to ensure budget compliance. Managing travel funds, preparing travel authorizations, and reviewing requests for funding before travelers submit their formal requests. Reviewing and analyzing resource proposals for division programs and funding changes Preparing long-range staffing and program estimates for court allotments. Reviewing open obligations, providing quarterly reports to senior management, and making recommendations for resolution. Writing and preparing high-level program-related documents. Developing responses, in coordination with the AO's budget office, to constituents on financial plan resource matters. Developing strong working relationships with constituents. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following areas: Experience with the federal budget process; Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Analyzing detailed accounting and statistical information, processing analysis tools and structured problem-solving techniques; and Evaluating the effectiveness of the full range of fiscal management budgetary functions and exercising judgment in planning and carrying out all phases of budget formulation and execution processes. Highly Desired: Advanced analysis skills using Excel or a similar analytic tool, including the ability to perform conditional summations, data indexing and matching, data error identification and cleaning, conditional formatting, table referencing and lookups, data filtering, data visualization, and use of pivot tables. Knowledgeable about the federal government's budgetary processes (knowledge of the Judiciary's budgeting process is a plus). Knowledge of federal budget cycles, processes, and congressional budget justifications. Knowledge of remote/virtual meeting environments such as Zoom and MicrosoftTeams. Strong organizational and problem-solving skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail). Strong proficiency in Microsoft Office applications, including Word, PowerPoint, Excel (Advanced), and Outlook. Education This position does not require education to qualify.
