Budget Analyst
Summary This position is located in the Financial Management Division, Strategy, Planning and Budget Office, Deputy CIO for Business Management and Planning, Bureau of Diplomatic Technology (DT/BMP/SPB/FMD), in the U.S. Department of State (DOS). FMD is responsible for the formulation, presentation and execution of the Bureau’s budget including the coordination of resource planning and the allocation and usage of funds within the Bureau. Responsibilities Serves as Budget Analyst for Bureau operating budget in executing all phases of budget program planning and analysis that include budget formulation, presentation and execution. Analyzes and evaluates plans, financial data and accomplishment of budget estimates and program objectives during the fiscal year, and prepares updates, analyses and recommendations related to budget justifications. Prepares analyses and tables required for use by senior officials for budget formulation and funds management purposes as backup for increases in General Services Administration rent charges and Office of Management and Budget backup tables. Approves minor reprogramming actions on continuing basis and proposes budget adjustments within stated guidelines that are derived from program analyses and evaluations. Participates in or personally conducts financial and budgetary management surveys and studies which are designed to evaluate and improve the Bureau's budget and financial structure and its financial systems, methods and procedures. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and managing a budget for an office. Experience reviewing and analyzing budget requests and providing recommendations. There is no substitute of education for specialized experience for the GS-12 position.
