DESCRIPTION
The Broadband Policy Specialist position involves research and analyzing regulatory frameworks, developing policy recommendations, data compilation, planning involving communities, and collaborating with stakeholders to advance broadband initiatives. The ideal candidate will have a strong background in telecommunications policy, excellent analytical skills, and an in-depth understanding of current federal broadband programs requirements including the Broadband Equity, Access, and Deployment (BEAD) Program and the Coronavirus Capital Projects Fund (CPF).
Must be a team player with the ability to build and maintain positive client relationships. Excellent writing, communication, technical analysis, and research skills are essential.
Key Responsibilities:
Analyze federal, state, and local broadband policies and regulations to identify opportunities and challenges for state and local clients. Develop comprehensive policy recommendations for state and local clients to support broadband deployment and adoption. Assist in the development and execution of broadband strategic plans and action plans to ensure compliance with BEAD, CPF, Digital Equity Act, and other federal and state broadband programs. Collaborate with government agencies, industry stakeholders, and community organizations to execute these plans. Monitor and evaluate the impact of changes in federal broadband policies and programs on state and local entities. Support the development of broadband deployment grant agreements between states and subgrantees. Compile and analyze complex data on economic, social and demographic factors affecting broadband deployment and use. Prepare reports, policy briefs, and presentations to communicate findings and recommendations to clients and stakeholders. Some travel may be required.Qualifications:
Bachelor’s degree in public policy, telecommunications, or a related field. A Master's degree is preferred. Minimum of 5-10 years of experience in broadband policy, telecommunications, or a related field. Strong understanding of federal and state broadband programs, including the Infrastructure Investment and Jobs Act (IIJA) and the Broadband Equity, Access, and Deployment (BEAD) program. Excellent analytical, research, and writing skills. Ability to communicate complex policy issues clearly and effectively to diverse audiences. Experience working with government agencies, industry stakeholders, internet service providers, and community organizations. Strong project management skills and the ability to work independently and as part of a team.Preferred Qualifications:
Experience with broadband infrastructure planning and deployment. Knowledge of digital equity and inclusion initiatives. Familiarity with GIS and data analysis tools. Certification from the American Institute of Certified Planners a plus.COMPENSATION
The approximate compensation range for this position is $93,000 to $147,000. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
