Role Overview:
The Indiana Bureau of Motor Vehicles (BMV) IT Director leads a team comprised of professional staff with experience in application development, support, maintenance, database administration, information security and project management, with a mission to achieve high levels of system availability, usability, security, and service for the agency’s applications including STARS. The IT Director is responsible for developing and maintaining internal applications and interfacing with vendor supplied software. The IT Director will consult routinely with agency leadership to analyze, recommend and implement business solutions and will work closely with the Indiana Office of Technology (IOT) to ensure systems and networks maintain high availability. You will work closely with the State’s IT Director’s leadership team, providing technical knowledge and managerial expertise, as well as assisting with the development of specific goals, prioritized actions and recommended guidelines for the optimum use and management of IT resources for the State.
Salary Statement:
The salary for this position traditionally starts at $107,302.00.
A Day in the Life:
The essential functions of this role are as follows:
• Keep the BMV Commissioner informed and up to date regarding any matters within the incumbent’s responsibilities that are likely to have a significant impact upon the agency.
• Participate or lead discussions in the development of agency policy or planning for the future bringing current knowledge and future vision of technology systems as related to the agency's operations.
• Develop and implement ideas for cost savings and efficiency.
• Operate the division in a manner that enhances the agency’s ability to provide fast, accurate and friendly customer service to the people of the State of Indiana.
• During meetings of the BMV Commission, provide reports regarding matters within the incumbent’s responsibilities that are appropriate for public discussion.
• Represent the agency at events and meetings that are within and outside of state government. These events may be regarding information technology or simply agency information in general.
• Operate the division within the financial constraints established by the budget process.
• Provide overall IT governance for the agency.
• Plan and direct the acquisition and use of information technology products, services and resources to meet the agency's mission, goals and objectives.
• Plan, implement and monitor changes in infrastructure configurations.
• Define software and IT infrastructure requirements for the STARS database system.
• Install new servers and configure hardware.
• Develop and maintain system standards.
• Perform daily backup operations.
• Perform system monitoring for security purposes.
• Ensure projects are delivered within budget and on-time.
• Work with team to enhance current technologies to improve client services.
• Confer with and advise peers and subordinates on administrative policies and procedures, technical problems, priorities, and methods.
• Communicate regularly with executive management on information technology.
• Manage IT staff, which includes hiring, training, guidance, and discipline. Also includes performance management which will ensure work adheres to quality standards, deadlines, and proper procedures.
• Develop best practices and written documentation for all IT services.
• Oversee the provisioning of the end-user services.
• Manage the financial aspect of IT development.
• Direct the development and implementation of information technology budgets, and/or related cost recovery methods.
• Manage hardware and software vendor relationships.
• Manage two vendor areas that are critical to the day-to-day operation of the agency's IT department. iLab handles all quality assurance and Deloitte manages the maintenance and operations of the BMV systems.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

This role may provide direct supervision for one or more staff members.
