Biosolids and Wastewater Facility Manager

I. Job Summary
Responsible for day-to-day operations of an innovative biosolids processing facility and associated leachate/condensate treatment operations. Duties include project and facility management, staff hiring and training, daily operations management, maintenance, quality control, inbound biosolids delivery and product shipment coordination. This position requires contract administration and interface with wastewater treatment plant(s) (WWTPs) which have contracted with WM for biosolids management, as well as close coordination with associated landfill operations functions for energy supply, site and facility maintenance, leachate processing and landfill disposal. This position ensures full regulatory compliance, prepares reports, assists in sales efforts, and hosts tours and visits. Finally, this position play a critical role in establishing best practices and operational improvements for future WM biosolids processing operations.

II. Essential Duties and Responsibilities 

Assists with construction management of the biosolids processing and leachate/condensate processing Facilities. Assists with the commissioning for the Facilities, including start-up, troubleshooting and training. Hires, trains and supervises assigned operations staff, including coaching, mentoring, and regular performance reviews. Responsible for oversight and management of assigned operations, including biosolids receipt, biosolids processing, product quality control and production oversight, leachate/condensate treatment, the transfer of dried solids to the associated landfill operations, and off-site shipment of leachate/condensate. Ensures smooth operation of deliveries from WWTPs contracted with the facility for biosolids processing. Ensure smooth operation of shipment of treated leachate/condensate to off-site WWTPs Administers and ensures conformance with contracts with participating WWTPs, for both inbound biosolids and leachate/condensate shipments. Coordinates and conducts visits to WWTP customers and potential customers, to support sales and ensure compliance with acceptable inbound biosolids and outbound leachate/condensate to contract specifications Manages QA/QC program for biosolids processing and leachate/condensate processing Manages all project operations to a budget. Develops annual budget, establishes and tracks key processing metrics, and makes recommendations on operational and capital improvements. Oversees and implements all maintenance programs associated with the Facilities, including preventative maintenance, emergency maintenance, and maintenance and spare parts tracking in WM systems. Ensures cleanliness and safe working environment of all physical properties associated with the Facilities. Complies with all WM safety programs, including training, recordkeeping, and the safe operations and oversight of transporters and subcontractors visiting the site. Assists in the development best practices, operations improvements and research activities for this project and future WM biosolids processing projects. Provides tours, training and presentations as needed in a positive and professional manner. Assists local team with maintaining excellent community and regulatory relations. Drives to and attends municipal meetings and is responsible for public speaking, as needed; represents WM in sewer and water district public settings On call for a 24/7 facility, 365 days of the year Other duties as assigned.

III. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor's Degree in Engineering, Industrial Operations or similar area of study, or in lieu of degree required, or High School Diploma or GED (accredited) and and 10 additional years of work experience required. Experience: 5 years previous experience in Industrial Facility Operations, Wastewater Operations, and/or Solid Waste Operations (in addition to education requirement) required.

B. Certificates, Licenses, Registrations or Other Requirements

Wastewater Operators license required Sufficient demonstrated experience in wastewater operations and maintenance required Similar solid waste or industrial manufacturing operations required

C. Other Knowledge, Skills or Abilities Required

Position will require developing a thorough understanding of biosolids and liquids processing operations, maintenance of associated mechanical and electrical systems, a general knowledge of wastewater treatment, and capability to manage treatment systems to meet regulatory and operational criteria for outbound dried biosolids and treated leachate/condensate. Experience with conveyance systems, industrial facilities management, heavy equipment operation, PLC based SCADA control systems. Team builder and excellent people management and motivational skills. Ability to thrive in a new environment and accept the challenges that come with innovative operations.
