Job Summary
The AVP, Health Equity and Cultural Competency is accountable for developing targeted health promotion and education activities to improve member outcomes. Working in partnership with internal and external leadership, the AVP ensures Molina’s health promotion and education outreach programs and interventions align with our population health and quality strategies. The AVP uses risk stratification and segmentation of our membership to focus strategies on population streams and sub-streams, and verifies that our initiatives, partnerships, and engagement strategies reflect Members’ preferences, risk level (healthy, lower risk, high risk), and needs (physical health, behavioral health, and SDOH); address disparities; and are culturally appropriate. These relevant programs focus on integrated care, wellness and prevention, chronic condition management, resource navigation, health related social needs and community engagement/reinvestment.
Job Duties
• Leads health equity and cultural competency initiatives for the health plan.
• Leads development of reporting capabilities to inform and develop health equity initiatives for the health plan.
• Create community based health equity partnerships and initiatives in order to improve health equity for all members.
• Serves as a leading expert and prominent voice in supporting and advancing the needs of diverse and underserved/historically marginalized individuals, particularly informing health plan and system partners, employees, and providers on the strategic benefits of advancing health equity.
• Serve as subject matter expert for using quality improvement approaches to successfully implement health-related social needs and health equity programs, in adherence with regulatory requirements
• Develops and implements policies and procedures to improve health equity and reduce health disparities.
• Provide direct consultation, training, resources and support related to health equity and disseminate these materials throughout the health plan.
• Prioritize tangile, incremental and measurable progress to promote health equity and through policy and parative improvements.
• Engages with State and local agencies, regulators, and clinical leaders to keep the health plan informed and relevant on the future direction and evolution of health equity and plan requirements.
• Uses risk stratification and segments membership to focus strategies on population streams and sub-streams to advance equity.
• Obtains feedback from members and families regarding barriers and challenges to obtaining equitable care and requests input from members on our strategy to decrease and eliminate disparities in care.
• Develops relevant programs focused on integrated care, wellness and prevention, chronic condition management, resource navigation, and SDOH designed to improve member outcomes.
• Analyzes data to identify disparities in care for different populations and based on the data, establishes a plan to decrease disparities in care considering partnerships and engagement strategies that reflect members’ preferences, risk level (healthy, lower risk, high risk) and needs (physical, behavioral and social).
• Evaluates data regarding health equity initiatives to assure that the programs that we put in place are positively affecting the outcomes, are decreasing disparities in care, and improve equitable healthcare and outcomes for our members.
• Collaborates with market and community engagement leadership to establish community partnerships and identify community supports, including collaborating on Molina’s community reinvestment strategy and implementation to meet the needs of our members.
• Contributes to the development, implementation, and evaluation of relationship target lists for each region; executing the health plan’s community reinvestment and in lieu or service billing strategies.
• Acts as a change agent, thought-leader, influencer & subject matter expert on health equity and inclusion, underserved/historically marginalized populations, and the ways in which the organization can improve its service of others.
• Identifies, develops and fosters relationships with relevant external organizations, thought leaders, and delivery partners.
• In collaboration with clinical leadership, quality, healthcare services, population health, provider network and other business leaders, establishes and implements the market(s) strategy to advance health equity and support diverse and underserved/historically marginalized members we serve; participates in and supports diversity, equity, and inclusion strategic initiatives, particularly those activities that positively impact the health of our members, employees, and partners.
• Establishes a practical strategy to address, measure, benchmark and report health disparities across our markets and populations and to measure progress over time and against our targets.
Job Qualifications
REQUIRED EDUCATION:
Master’s Degree in Public Health, Health Administration, Nursing, or equivalent combination of education, experience or licensure
REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES:
• 8+ years of experience identifying and addressing health disparities
• Proven capability at advancing health equity based on programs or strategies
• Proven ability to lead teams to drive health equity work forward
• Experience leading health equity initiatives in clinical practice or at a business level for a population
• Ability to evaluate and incorporate data driven insights into strategy and action plans
• Experience leading through influence across large organizations required
• Exceptional communication skills including writing and public speaking
PREFERRED EXPERIENCE:
• Experience in obtaining or implementing NCQA health equity accreditation or advanced accreditation
• Experience working with healthcare quality data and metrics
• Quality or performance improvement experience or certification
