Auditor – Management and Operations (OIG)

Duties and Responsibilities

· With extensive guidance, performs data analysis to ensure the quality (conformity, consistency, completeness, accuracy, and timeliness) of financial data, banking structure data, survey data, contextual information data, and business data used for monetary, supervisory, research, and organizational decision-making purposes.

· Participates in providing data support services to end users, which includes data quality assurance activities (conformity, consistency, completeness, accuracy, and timeliness) and troubleshooting and researching datarelated questions. Participates in relevant internal task forces and committees that impact data management support.

· Shadows more senior staff to learn how to develop business requirements and report requirements for programmers to use in developing applications or automated programs to support analytical work, collect and make data accessible, and allow for the release of public information. With extensive guidance, ensures key security, regulatory, and policy requirements are adhered to with own work.

· Applies foundational level knowledge of the Board’s statistics requirements to ensure Reserve Banks’ adherence to policies, procedures, and best practices of data management services and status reporting. Participates in projects to establish or strengthen the data management program, data governance framework, methodologies, and data quality program.

· Shadows more senior staff to learn how to conduct product owner tasks such as monitoring product schedules and keeping stakeholders informed on the development and maintenance of systems, tools and platforms supporting operational capabilities.

· Shadows more senior staff to learn how to document test cases and identify issues in systems used to facilitate data management work.

· Supports gathering and analyzing data on the current business architecture and processes to identify root causes of issues, trends, patterns, and opportunities that impact the business line and stakeholders; reviews existing business processes and establishes metrics to improve processes.

· Conducts research on reporting requirements and guidance based on foundational knowledge of financial markets and institutions, and regulatory/monetary/structure data reporting for use by Board, Reserve Bank staff, and reporting institutions.

· Participates in developing metrics (e.g., on services, staff utilization, and performance) and creating documentation (e.g., strategic plan, policies, procedures, reports, charters, evaluations) for the national Statistics business line.

This position is for the IT Monetary and Research Reports unit within Board IT Statistics whose main responsibility is supporting a varied portfolio of data collections used for monetary and fiscal policy. The IT Monetary and Research Reports unit is part of the Federal Reserve’s Statistics Function – a national business line that collects financial, banking structure, survey, and business data and provides data management services to ensure information is fit for use. New employees may participate in a local Board IT Statistics rotation program that would provide the employee an in-depth engagement with all Board IT Statistics units to develop their knowledge and expertise of the Statistics business line. A new employee’s exposure and engagement within Board IT Statistics would ensure a thorough knowledge and understanding of Board Statistics’ processes and procedures for providing services to stakeholders, performing program management support, and directing the national business line.

The Statistics Data Management Analyst is responsible for performing financial and structure data analysis for financial institution reported data. The analyst is responsible for implementing new data collections and managing changes to existing data collections, which includes developing quality assurance checks and methodologies, drafting business operational procedures, providing written business requirements for automation tools and testing the business requirements, and recommending improvements/ enhancements to the data collection and/or data collection processes. Thorough understanding of information processing issues and environments (e.g., distributed and web), and good knowledge of various software such as SAS, SQL, Tableau, Python, R, and Microsoft Excel are desirable. Thorough understanding of analytical techniques involved in financial data analysis such as ratio analysis, peer analysis, trend analysis, and statistical modeling is desired. Maintaining awareness of evolving information processing technologies and financial industry trends through professional publications and outside contacts is required.

This position is hybrid, requiring a combination of telework and in-office presence in Washington, DC.

High school diploma or equivalent experience. Must possess five (5) years of specific experience. Comprehensive knowledge of methods, techniques, materials, tools, and equipment of the painting trade is required. Knowledge of residential and commercial/industrial practices and processes of the painting trade; extensive knowledge of paints, varnishes, lacquers, enamels, epoxies, paint removers, and related materials, and of their properties and application; applicable code requirements; methods and practices followed in the maintenance of tools, machinery, and equipment; occupational hazards of the painting trade and precautionary measures to be observed. Must be skilled in mixing paints, stains and matching colors. Must possess general ability to read blueprints. Must know how to safely erect scaffolds. Must possess Visual Color Discrimination skills and be able to accurately match or detect differences among colors, including shades of color and brightness. Must be able to interact and display tact and diplomacy at all levels within the Board staff. Must show a demonstrable commitment to a strong customer service philosophy.

Performs a full range of duties without close supervision. Independently carries out assignments and coordinates the work with others. Provide technical expertise and guidance to other team members (including any apprentices) in all areas of the job. This includes demonstrating proper work methods, answering questions from co-workers regarding procedures, work orders, policies, written instructions and other directions, and assuring adherence to appropriate safety procedures. Perform the more technically difficult work of the section. The ideal candidate is skilled in drywall finishing up to level five finishes.


Physical Demand/Work Environment:
Prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in hard-to-reach places. Work requires considerable bending, kneeling, stooping, and climbing, and working in tiring and uncomfortable positions. Frequently lifts, carries, and sets up materials and equipment that weigh up to 10 pounds. Occasionally, handle materials and equipment that weigh 50 pounds and over. Therefore, must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 50 lbs. unassisted), bending, standing, climbing or walking. Work is done inside and outside and may be in confined spaces such as crawl spaces and attics, where dirt, spray, and fumes are usually present and where moderate to high noise levels from operating equipment may be present. Required to prepare and coat surfaces outside in all weather conditions. Subject to cuts, abrasions, and contusions.

This position will work second shift from 2:00-10:00 pm is required to work onsite in Washington DC.

The Sr Cloud engineer position will serve on the IT Cloud Architecture and Administration team responsible for supporting and innovating the offerings of Cloud Platforms, Cloud Service Providers, and supporting various cloud initiatives. The position is focused on skill sets in cloud networking. Preferred qualifications include:

Developing and updating cloud templates, standards, and best practices to be used by multiple cloud projects with an emphasis on secure cloud architectures

Design, deploy and manage cloud network architectures on platforms such as AWS and Azure

Implement and manage virtual networks, subnets, route tables and network gateways to support cloud infrastructure

Configure and optimize cloud network security, including firewalls, security groups and ACLs.Strong foundational knowledge across Microsoft Azure, and/or Amazon AWS technology stack

Standardizing Azure and/or AWS Security Best practices, processes, and procedures

Principal Duties and Responsibilities

1. Manages a broad range of activities dealing with moderately to very complex, sensitive, and conceptual issues addressing an array of management, procurement and contracting issues. Will serve as the central coordinator of the cash teams’ Contracting Officer Representatives (CORs) and may serve as a COR on key contracts. Makes recommendations to division management regarding operational, strategic, and policy issues related to procurement and contracting initiatives.
2. Serves as a team member and leads section, Division, or Board projects and initiatives primarily related to procurement and contracting. Remarks:

This position will support all cash sections within the Division with procurement activities but will sit within the Banknote Issuance and Cash Operations (BICO) section. BICO supports the Board in meeting its statutory responsibilities under the Federal Reserve Act to issue Federal Reserve notes and to oversee the Reserve Banks' provision of currency and coin to depository institutions. Responsibilities of the BICO team include determining the Board’s annual order for new currency and managing the Board’s annual new currency budget. This analyst will work closely with BICO staff managing the budget to ensure procurement deadlines are met, coordinate and lead CORs across all cash sections, and serve as central point of contact with Procurement colleagues.

Prior experience working in procurement and contracting intensive projects is required. Need not have been a procurement specialist or contracting officer.
A background investigation in support of a security clearance may be required for this position. Having an existing, transferable, clearance is desired but not required.

About the Job:

Handles assignments in the Banking Regulation and Policy Group of the Board’s Legal Division. The Banking Regulation and Policy Group is responsible for legal and policy issues regarding the regulation and supervision of Federal Reserve-supervised firms and also issues regarding financial stability more generally.

Drafts memoranda to the Board, staff opinion letters, legislative and regulatory proposals, and similar documents. Furnishes legal opinions and advice and responds to System and public inquiries concerning Federal statutes, interpretations, and opinions concerning the supervision and regulation of financial institutions, regulatory responsibilities of the Board, Reserve Bank matters, and related issues. Makes oral presentations at meetings with Board members. Performs more difficult assignments at this level, receives general supervision and direction from more experienced attorneys, and works with senior staff to prepare Board presentations and draft regulatory proposals.

Remarks:

The Senior Network Engineer role involves being part of the IT Network Infrastructure (NI) team, responsible for overseeing the Board's enterprise and data center IP Networks, encompassing switches, routers, firewalls, WiFi, and optical infrastructure. Candidates for this position must possess extensive experience in configuring, deploying, and supporting enterprise-class and data center networks, particularly with Cisco Nexus Catalyst platforms (95K,7K). Advanced experience in BGP, OSPF, STP, VXLAN, and network design is essential.

Preferred candidates will also have experience with technologies such as AWS networking, Cisco DNA, Palo Alto firewalls, Zscaler, and Cisco Wireless. Certification such as CCNP or CCIE, or equivalent, is highly desirable.

About the Team

The successful candidate works alongside economists within the Division of Supervision Regulation. More specifically, the PhD intern will work within the Policy Research and Analytics (PRA) team. PRA is a group in SR responsible for policymaking surrounding banks’ trading, credit, and operational risk models, researching the economic impacts of regulatory policies, and analyzing information on banks’ internal risk limits as part of Volcker rule compliance.

The PhD intern will also have a chance to interact with the Stress Testing group. Economists in this group support related policy work while conducting research on a range of research areas, including but not limited to the economics of financial intermediation by banks and non-banks, and the implications on bank supervision and regulation, financial stability, and real economic activity.

About the Role

The Ph.D. internship within the Division of Supervision Regulation (SR) provides graduate Ph.D. students the opportunity to collaborate with research economists and policymakers, conduct research towards their dissertation and contribute to the mission of the Board. This internship will be offered as a 6-month long internship opportunity with the Policy Research and Analytics group.

While at the Board, Ph.D. interns will:

The Advanced Research and Computing (ARC) section is a team of 30 technology professionals and system administrators who collectively design, deploy and support the compute environment for the Board’s Economics Divisions. We support over 800 economists, technologists, and executives.

Position Description:

The Data and Technology Analyst (DTA) will join the Data, Analytics and Research Tools (DART) group (within ARC) – a customer service focused team, providing guidance and support in utilizing technology to enhance the Board’s economic research and policy analysis activities. DART oversees the analysis, design, life cycle maintenance, and in-depth support of software applications across a variety of technology platforms and business lines. The team also provides consultation services to advance systematic solutions for researcher needs.

The analyst will maintain the analytical software environment; develop technical solutions to user challenges; support teams of technology analysts and researchers in producing economic data and analyses; and independently conduct data analyses and visualize findings to aid decision-making. Across each of these activities, the analyst will be an advocate for improving the fit between the Board’s technology environment and the objectives of the economic research community.

The successful candidate must be able to work independently and collaboratively with researchers, technology professionals, and system administrators to solve problems, develop new procedures, and drive adoption of new technologies. They will take initiative in suggesting and implementing improvements to the Economics Divisions’ computing environment. Deep technical skills, a drive to find solutions, and a customer service mindset will define the successful candidate.

Duties and Responsibilities

· User support:

o Provide support for users of analytical software across multiple operating systems, domains, and user profiles.

o Improve the fit between technology and usage while advocating for user focused solutions. Translate user stories and experiences into technical deliverables. Identify trends and propose improvements to prevent user issues.

o Partner with infrastructure, operations, security, communications, and helpdesk groups to design and deploy user enabling solutions.
