General Description
This is a technical position in the Maps and Surveys Division, Bureau of Architecture and Engineering, in the Department of Environmental Services. Employees in this class perform specialized surveying, mapping, and office tasks, producing and providing a variety of technical data for other City Divisions and public clientele. This employee assists the Field Surveyor with management of projects and supervision of field personnel. He or she will assume the duties of the Field Surveyor in his/her absence. This classification differs from that of the Senior Surveying Technician because of the supervisory responsibilities and the level of independence allowed for decision-making. This employee works independently under general supervision of the Field Surveyor. Performs related work as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY IS REQUIRED WITHIN ONE YEAR OF HIRE
Typical Work Activities
+ Surveys proposed construction sites, City-owned real property, rights-of-way, and watershed areas, collecting and recording survey data and operating a variety of equipment, such as theodolites, electronic distance measuring devices, total stations, levels, and magnetic locators, according to established standard survey procedures, and training, assisting, and directing lower level personnel;
+ Plans and directs staff in the completion of the less complex surveying projects, assigning tasks, estimating timetables, defining the final form content, and other tasks;
+ Explains and enforces employee work rules, including safety practices and policies and the labor agreement;
+ Recommends personnel actions to supervisors, such as training, promotion, or discipline, and documents recommendations when necessary;
+ Searches and interprets available data in City records and maps prior to survey field work;
+ Calculates raw data observed and recorded in the field in order to produce topographical dimensions;
+ Produces legal and precise survey maps using computer aided drafting;
+ Assists public and City government clients in locating records and data available through Maps and Surveys counter;
+ Operates computer utilizing survey software in order to complete surveys in a cost-efficient manner;
+ Requests information from other City units in order to define purpose of work requests and to gather other necessary data;
+ Upgrades and organizes the City’s monument database through computers and other necessary file systems;
+ Calculates boundary line dimensions and angles from recorded field observations to produce boundary surveys and other maps using computer aided drafting.
Minimum Qualifications
High school diploma or G.E.D, AND I, II, OR III of the following:
+ A.A.S. in Surveying Technology AND three (3) years of experience in performing land surveying, operating and maintaining all standard survey instruments, acting as party chief, and performing independent research when developing precise survey documents; OR
+ A.A.S. in Civil Engineering or Construction Technology or Forestry Science or other degree program requiring surveying coursework AND four (4) years of experience as described in 1.; OR
+ Possession of a New York State Professional License to Practice Land Surveying.
