Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Major Duties and Responsibilities: Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Lead a professional staff to implement NCTC's Strategic Plan efforts, notably related to: 1) yearly budget, resource, contract planning and execution; 2) shaping the workforce of the future (strategic workforce planning; recruitment, retention and professional development); and 3) maximizing NCTC's unique data, accesses, and authorities. Oversee, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. Represent NCTC, when directed, attending ODNI Senior Staff meetings and conducting ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g. Congress and OMB), as needed, to meet mission objectives. Assist Executive Director in providing guidance to Directorate level leadership and engaging with workforce across the center and develop and oversee implementation of USG, IC and ODNI management guidance. Initiate and manage programmatic and budget requirements that underwrite daily operations. Serve as the Center's Accountable Officer, responsible to D/NCTC to manage NCTC's property transactions for ODNI accountable property. Maintain records concerning property receipt, storage, issuance and disposition. Oversee quarterly and annual inventories. Maintain effective and productive working relationships across the Center, ODNI and with international and domestic partner agencies as appropriate. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement. Superior interpersonal skills and superior ability to work effectively in both independent and team or collaborative environments. Proven ability to coordinate, network, communicate and exert influence effectively at all levels of an agency or the IC to achieve desirable outcomes. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
