What you need to know
+ TTI is a Texas based agency. This position has the flexibility of a hybrid remote option with three days in the TTI Headquarters building located at RELLIS campus. This can be discussed further during the interview process.
+ The salary range for this position is $103K - $128K. Factors influencing the salary include experience, qualifications, performance, and achievements.
Job Summary
The Assistant Director of People Operations will lead the People Operations group, overseeing key HR functions including talent management, employment, compensation, employee relations, benefits, payroll, people metrics, and compliance. This role is responsible for ensuring organizational effectiveness and efficiency by monitoring HR programs, processes, and procedures. The incumbent will serve as an advisor and trusted partner to managers, execute HR initiatives to meet Institute goals, and serve as a strategic partner to the CHRO.
Duties and Responsibilities
+ HR Operations Management: 20%
+ Manage and monitor HR operations for efficiency and effectiveness.
+ Recommend, develop, and implement solutions and improvements through standardization, automation, customer feedback, and service upgrades.
+ Oversee HR procedures and programs, including Compensation, Benefits, AWL, etc. and ensure procedural compliance.
+ Lead and manage change initiatives within the HR department and across the organization, ensuring smooth transitions and minimal disruption. Develop and implement change management strategies to support organizational transformation and employee engagement.
+ May oversee and manage specialized HR events and programs
+ Strategic Counseling and Planning: 10%
+ Assist the CHRO in providing ongoing strategic counseling, coaching, and planning to management.
+ Focus on agency strategic objectives such as succession planning, career paths and career mobility, talent acquisition, talent reward, and retention.
+ Employee Relations: 30%
+ Manage employee grievance procedures and the progressive disciplinary process.
+ Counsel and advise managers on performance issues, conflict resolution, and recommend administrative actions.
+ Policy Development and Compliance: 10%
+ Oversee TTI HR rules and procedures as required by System policy, and revise and develop as needed.
+ Establish internal operating procedures to ensure HR operations adhere and comply with all applicable laws, policies, and regulations.
+ Develop, revise, and implement processes to maximize efficiency, consistency, and accuracy.
+ Compensation Oversight: 10%
+ Oversee the TTI compensation program to ensure alignment with organizational goals.
+ People Metrics and Reporting: 10%
+ Conduct people metrics and provide ad hoc management reports regarding workforce composition and trends.
+ Oversee required federal and state reporting, reviewing data, and ensuring deadline submissions are met. This will require liaising with System office.
+ Prepare and provide reports to CHRO needed for business decisions and presentation to leaders.
+ Team Leadership: 5%
+ Serve as a strategic leader to direct reports, mentor and coach team members.
+ Implement individual development plans to enhance each employee’s talent.
+ Other Duties: 5%
+ Perform other duties as assigned to support the HR function and organizational goals.
Education and Experience
+ Required:
+ Bachelor’s degree in Human Resources, Business Management, or a relevant discipline.
+ Minimum of 6 years of human resource experience. Must possess a strong background in human resource management.
Knowledge, Skills, and Abilities
+ Required:
+ Proficiency with MS Office applications.
+ Excellent verbal, written, and interpersonal communication skills.
+ Strong facilitation and presentation skills.
+ Problem-solving skills with the ability to plan, organize, and prioritize multiple projects and programs.

+ Supervisory experience.
+ Preferred:
+ PHR/SPHR certification.

+ Demonstrated strategic mindset with a strong people-focused approach, ensuring that business strategies align with employee needs and organizational goals.
+ Understanding of the A&M system.
+ Experience supervising and leading HR teams.
+ Strong background and experience in compensation, employee relations, regulatory compliance, equal employment opportunity, wage and hour regulations, and talent acquisition.
+ Experience handling employee grievances, assisting managers with performance improvement plans, and guiding supervisors through the progressive disciplinary process.
+ Proven experience in people metrics and people analytics, including data collection, analysis, and reporting.
+ Strong understanding of HR metrics, workforce analytics, and data-driven decision-making.
+ Proficiency in using analytics tools and software (e.g., Excel, SQL, Tableau, Power BI) to interpret and present data insights.
+ Ability to translate complex data into actionable insights to support HR strategies and business objectives.
