Under executive direction, The Assistant Director will oversee and monitor processes, planning, improvements, contracts, and expenditures. The Assistant Director will be responsible for managing the entire Business office, and day-to-day operations to ensure compliance with policy and procedure to maintain organizational goals. The General Services Department consists of several divisions which provide shared services to support operations to ensure a clean, safe, and vibrant city. The Business Office supports operations through Landscape Design, Recreation, Animal Control, Fleet, Freeway Maintenance, Grounds Maintenance, and Blight. The ideal candidate will be a strategic leader with the ability to guide the long-term strategic direction, while supporting the Department’s mission, and vision. Under executive direction the ideal candidate will plan, coordinate and lead activities, with a proven track record of successful management in a fast-paced environment. The Assistant Director will have six direct reports who are responsible for maintaining the department’s fleet data, providing assistance with procurement needs for all divisions, in-house Cartegraph and OpenGov administrative needs, managing dashboards, contracts, and other escalated projects. Examples of Duties + Manages the day-to-day operations of the Business Office. + Provide leadership and guidance to direct reports to ensure operations are functioning with productivity and efficiency. + Suggest and implement policies and procedures. + Oversee the execution of strategic plans, goals, objectives, policies, and priorities for the GSD Business Office. + City Council Liaison. Handle all Session requests, meetings, and Council events. + Manage expiring contracts. + Provide high level oversight of the procurement process for the entire department. + Develop and recommend changes in general administrative policies. + Provide executive support to The Director, and Deputy Directors. + Confers with division heads on policy interpretation, activities, procedures, problems, and required action to ensure efficient and economical operations in compliance with policies, rules, laws, and legal provisions. + Oversee expenditures for the Business Office area and recommend adjustments as needed. + Assist with the final review of Scopes of Work, as needed. + Manage special and escalated projects for the department as assigned. + Manage true certificate requests. + Addresses complaints and sensitive inquiries of an administrative nature. + Identify, delineate, and propose solutions to difficult administrative problems. + Enforce established disciplinary and safety procedures. + Oversee internal grants management from concept, application, implementation, fund close out, and timely delivery. + Directs preparation of operating and capital budget requirements and management of resources. + Ensuring completion of the work, identifying improvement areas, ensuring consistency throughout, identifying issues, and communicating with staff. + Engage in the administration of contracts for contracted services. This may involve preparing Requests for Proposals/Qualifications and bid specifications, conducting walkthroughs with contractors, reviewing quotes, ensuring compliance with contract specifications, creating purchase orders, and verifying invoice accuracy. + Analyzes relevant data including, but not limited to, industry statistics, equipment and supplies performance, cost, and work reports to evaluate efficiency, personnel and supplier productivity, performance metrics, building occupancy costs, and develops and coordinates plans and procedures for improvement. + Represents the department in public and official contacts and provides executive support to the Administration. + Handles as needed requests from the Director and Deputy Directors. + Perform any other related duties as required. Minimum Qualifications Bachelor's degree in engineering, business administration or public administration, or related field. Seven years of recent and progressive managerial and administrative experience, including staffing, budgeting, project management and operations management, preferably in connection with large-scale public or private operations. Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.
