BASIC FUNCTION:

Reporting to the Associate Director and supporting the Executive Director, develop, administer, and manage Office of Strategic Initiatives (OSI) project work related to non-credit programs. Oversee staff engaged on the project(s). Regularly monitor for new grant funding opportunities in support of OSI programs, manage grant submissions, and oversee project implementation both pre- and post-award. Lead all grant evaluation and program projects contracted to OSI. Make recommendations and develop new initiatives, partnerships, community engagement, and outreach activities. Analyze potential revenue sources, create a cost/benefit analysis, and create a budget for new programs or initiatives. Assist in monitoring and evaluating program success and sustainability. Assist in maintaining professional relationships with various external stakeholders and internal stakeholders across all URI Colleges and the University.

Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform independent outreach, and project work.

Develop materials for professional and public audiences related to large scale initiatives.

Assist the Executive Director and Associate Director in an administrative support role for the Office or University entities associated with the Office.

Represent Office of Strategic Initiatives at assigned University functions, off-campus events, with national organizations and serve on institutional committees as assigned.

Act as project manager of all OSI external clients. Write proposals, budgets, and curriculum.

Oversee external consultations, work directly with the client, and maintain responsibility for the evaluation of the programs (including revenue generation for OSI.)

Use various program evaluation methodologies, including formative, summative, and developmental evaluations to provide feedback on program success and as a collaborative partner with faculty and staff in grant evaluation opportunities.

Design valid and reliable evaluation plans using quantitative and qualitative data collection methods (e.g., surveys, interviews, focus groups, and observations).

Regularly monitor for new state, federal, and other grant funding opportunities in support of OSI programs, manage grant submissions, and oversee project implementation both pre- and post-award.

Work with the Executive Director and Associate Director in the development of community engagement and workforce and economic programs that address the needs of local, regional, and state businesses and industries and the stated mission, goals, and priorities of the University of Rhode Island.

Lead efforts for all Workforce Development programs with corporate partners and other external entities.

Work with the Director to grow non-academic-credit partnerships and certification programs.

Work with the Executive Director and Associate Director to create revenue generating, professional development projects and opportunities.

Provide ongoing communication to staff and stakeholders of overall trends, needs, and opportunities in the Rhode Island economy and beyond.

Represent the Executive Director and Associate Director at meetings where appropriate.

OTHER DUTIES AND RESPONSIBILITIES:

Perform additional duties as assigned by the Executive Director and Associate Director of the Office of Strategic Initiatives.

LICENSES, TOOLS, AND EQUIPMENT:

Personal computers, printers and word processing, database management, spreadsheet software, G-Suite programs, and Microsoft Office 365.

Required Qualifications REQUIRED:

1. Master’s degree.

2. Minimum of five years’ experience in higher education implementing and/or developing programs.

3. Demonstrated ability to work independently or as part of a team.

4. Demonstrated strong interpersonal and verbal communication skills.

5. Demonstrated proficiency in written communication skills.

6. Demonstrated experience working in the private and/or public sectors to develop and/or deliver educational programs and workforce trainings (including assessing their impact and effectiveness).

7. Demonstrated record of acquiring external funding through federal or state grants or related agencies and workforce development programs.

8. Demonstrated experience in managing large-scale, multi-year grants (pre- and post-award) and programs.

9. Demonstrated experience developing and executing grant evaluation plans.

10. Demonstrated project management skills to measure performance against goals.

11. Demonstrated ability to work with diverse groups/populations.

Preferred Qualifications PREFERRED:

1. Master’s degree in education, adult education, business, or related field.

2. Demonstrated knowledge of adult learning principles and practices.

3. Demonstrated experience using artificial intelligence to streamline operations and create efficiencies.

4. Demonstrated ability to cultivate an environment of cultural competence.
