About the opportunity:

Mathematica seeks a visionary, passionate leader to be the Director for business development and  client relationship building for our work with the Centers for Medicare & Medicaid Services’ (CMS), Center for Medicare and Medicaid Innovation, the Center for Program Integrity, and other smaller Offices across CMS like Office of Enterprise Data Analytics (OEDA). The Director leads Mathematica’s strategy at these clients, business development, and client relationships and helps oversee and advise on our project work in this area. The ideal candidate will have a commitment to Mathematica’s mission and a demonstrated ability to drive the strategy and continue growing a diverse portfolio of work with Centers and Offices at CMS. This portfolio includes advisory services, health services research, technical assistance, data analytics, and qualitative data collection services. We center equitable outcomes and processes in our engagements to advance our clients’ equity journeys and our own; the Director will inspire and help equip colleagues, clients, and other partners to maintain and further this commitment.

Primary Responsibilities:

Lead strategy development and execution for our work with assigned Centers and Offices at CMSLead business development planning and proposals for with assigned Centers and Offices at CMSLead and support strategic projects with assigned Centers and Offices at CMSOversee delivery for all projects and proposals at assigned Centers and Offices at CMSAdvance Mathematica’s position as a leader in the use of data and evidence for improving programs and policies of interest to assigned Centers and Offices at CMSGrow and diversify our work with CMSEngage CMS staff to understand client needs and perspectives on our offeringsEngage with CMS staff to understand their perceptions of Mathematica and how we can best address their needsSupport the development and adoption of new approaches that improve our ability to meet existing and emerging client needsDevelop annual plans around staffing and external partnerships to pursue opportunities with CMSParticipate in monthly reviews of our project portfolioAdvise project and proposal teamsRespond to client questions or concerns about our workCoordinate with leaders in Mathematica’s health unit



Position Requirements:

Extensive professional network of staff and leaders at CMS, with a proven ability to demonstrate client relationship developmentExtensive professional network of companies working at CMS, with knowledge of key organizations bringing value to the Innovation CenterProject leadership experience with the Center for Medicare and Medicaid Innovation demonstrating an understanding of Innovation Center priorities, procurement and contract actions and model operationsExperience in setting strategic goals and reviewing budgetsStrong leadership, management, and organizational skills with experience successfully managing proposals and projects using a collaborative, team-building approachDemonstrated significant and successful proposal writing experience, particularly proposals targeting the Center for Medicare and Medicaid InnovationClear communicator and careful listener who effectively engages and inspires clients and colleaguesExperience working in advisory services or health services research for CMSExtensive experience with business development and successful contributions to growing a pipeline of workA master’s degree in social science, public policy, public health, or relevant discipline or a combination of equivalent education and work experienceTen or more years of work experience in a contract research and evaluation firm or a consultancy

This position offers an anticipated base salary of $140,000 - $180,000 annually. This position may be eligible for an annual bonus based on company and individual performance.

Staff in our Health unit will eventually work with our largest client, Centers for Medicaid & Medicare Services (CMS). Most staff working on CMS contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85. Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside CMS. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
