Additionally, when duties and responsibilities of this job change, this job description will be reviewed and updated, subject to changes and business necessity. **Custom Job Purpose:** This position exists to perform responsible work in the short- and long-range facilities capital improvement plans and the coordination of those plans with other district departments and affected municipalities. This position is also responsible for directing studies related to student enrollment growth, school site selections, and inter-local government planning. **Essential Functions of this Job** Receives and processes concurrency applications to verify all required documents and information is provided with the application before forwarding applications to department Senior Coordinator for review. Serves as the Facilities Department field site representative for meetings with both intergovernmental and nongovernmental agencies for proposed projects to collect data and information to assist in the decision-making process for the Director and Senior Coordinators. Reviews student enrollment data from Focus in order to maintain and update the school utilization table. Collects field data via various methods to assist in creating and maintaining GIS-based reports and databases. Assists in the development and implementation of school district growth management plans by creating charts and gathering data as directed. Assist in creating reports, charts, graphs, and tables related to school enrollments to assist department staff in authoring reports for the Attendance Boundary Committee. Assists in analyzing school capacity and utilization for portables needs through the review of various databases and coordination with other facilities departments. Coordinates the collection of information, documents for proposed joint facility use agreements in addition to on-site evaluations. Maintains, organizes, and digitizes documents as directed. Conducts on-site evaluations for the acquisition, management, and disposal of property. Assists with Attendance Boundary Committee (ABC) required meetings. Creates packets, updates folders, and maintains sign in sheets. Collects minutes of meetings for proper documentation in accordance with Florida Sunshine Law requirements. Assists the ½ cent Sales Tax Oversight Committee required meetings. Creates packets, updates folders, and maintains sign in sheets. Collects minutes of meetings for proper documentation in accordance with Florida Sunshine Law requirements. Updates and maintains the ½ Sales Tax website. Creates promotional materials for print and online distribution. Assists with inquiries and comments from community members, including concerns relating to site acquisitions, proposed redistricting, and proposed Capital Improvement Projects. Assists the department with developing, reviewing, and updating the 3, 5, 10, and 20-year Capital Improvement Plan. Assists the department with requisite Department of Education submittals and other mandatory statutory submittals pertaining to educational facilities and capital outlay planning, including Educational Plant Surveys, and the District Five Year Work Program. Assists in the Districts Emergency Management Plan by mapping, reviewing, updating, and maintaining designated School Board emergency shelter capacity data. **Non-Essential Functions of this Job** Performs other duties as assigned. **Knowledge, Skills and Abilities:** Good oral and written communication, decision making, critical thinking and organizational skills. Familiarity with State Requirements for Educational Facilities (SREF) a plus but not required. Experience with personal computer, software, and internet research. Proficiency with GIS software programs, preferably ArcGIS a plus. Skilled at maintaining a working relationship with school personnel, architects, engineers, contractors, and other governmental agencies. Ability to work independently to carry out assigned tasks. Ability to perform duties with a professional work ethic. Able to maintain confidentiality. Bilingual/biliterate preferred. **Education, Experience and/or Certification/License Requirements** Graduation from an accredited college or university with a Bachelor's Degree in urban planning, business administration, public administration, or a related field and or at least five (5) years# experience in facilities planning. **Work Context:** Requires some sitting and standing, walking, and moving about to coordinate work. Requires coordinating or leading others in accomplishing work activities. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, cell phones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires making decisions that affect other people, the financial resources and/or the image and reputation of the district. Opportunity to make decisions without supervision. Requires work with both internal and external contacts and with the public. **Physical Environment:** Requires working indoors in environmentally controlled conditions.
