AMS Program Analyst
Overview This position is located in USAID’s Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), in the Office of Administrative Management Services (IPI/AMS). IPI/AMS manages the core human resources and administrative management services functions of the Bureau. AMS advises Bureau leadership on strategic planning and workforce-management and identifies opportunities to gain efficiencies and improve operations. The AMS Office has two Divisions: The Staffing and Workforce Management Division is responsible for managing recruitment and personnel actions for IPI, across multiple direct and non-direct hire mechanisms and the Logistics and Operations Division is responsible for managing all non-personnel matters for IPI including the AMS Office's OE and Program budgets, COOP, Space Management, Security and IT requests. The Program Analyst will work closely with the AMS Logistics and Operations Division to provide analytical support to its technical staff in the areas of space, IT assets, facilities management and security for both US Direct and Non-Direct hires. The Analyst will create and manage trackers and databases to cover the full realm of non-personnel related actions and requests for IPI. There will be aspects of project management, and process improvement initiatives to enhance the customer experience with the AMS Office overall. Day-to-day duties range from routine tasks such as maintaining electronic program files, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining shared spreadsheets in support of tracking systems. Responsibilities 1. Analyzes and implements administrative and programmatic policies and requirements to support major agency organizations. 2. Analyzes the efficiency of organizational structure in delivering program needs and making recommendations based on findings. 3. Reviews and interprets agency and government-wide policies and directive materials, and initiates actions necessary to implement new or revised policies or procedures to ensure the organization’s compliance: analyzing, evaluating, and/or developing the new or modified program and/or management policies, regulations, processes, and procedures, regulations, goals, and objectives. 4. Researches proposed management and program practices for the improvement of the effectiveness and efficiency of programs. 5. Conducts complex studies of employee/organizational efficiency and productivity and recommendd changes or improvements in staffing, work methods, and/or procedures. 6. Tracks program activities and progress through logistics management and administration. 7. Maintains communication with persons and groups from both within and outside USAID, including on routine scheduling issues. 8. Personally handles routine inquiries and those requiring knowledge of the organization’s activities or its internal administrative procedures. 9. Participates in all relevant technical and managerial meetings for the purpose of assisting in management duties. 10. Processes logical remote access requests. 11. Serves as the primary point of contact for IPI space and facility management. 12. Other duties as assigned. Qualifications ● Requires Bachelor’s Degree and a minimum of three years of relevant experience. ● Ability to work independently with minimum to no supervision. ● Ability to identify issues or potential risks and make informed decisions on how to manage and/or mitigate risk. ● Ability to work within diverse teams. ● Strong interpersonal communication and excellent oral presentation and writing skills. ● Track record of solving problems by identifying areas for improvement, iterating, and delivering results. ● Track record of building trusted relationships with colleagues and partners. ● Ability to obtain and maintain Facility Clearance Estimated Schedule: ● Full-time - 40 hrs/ week ● Remote work eligible Place of Performance: ● Washington, DC - Ronald Reagan Building (RRB) and offsite ● Travel - Limited to No International and Domestic Travel About Highlight For over ten years, Highlight has provided Development and Modernization, Secure IT, and Mission Solution services to our federal government customers.
