Air Traffic Manager

**Purpose and Scope:** The Air Traffic Manager shall provide management for air traffic control services, aircraft ground operations control, aircrew support, and Radar Airfield Weather Services (RAWS) / Air Traffic Control and Landing Systems (ATCALS) to ensure safety of arriving and departing aircraft and safety of personnel working around aircraft IAW AFMAN 13-204 Volume 3 and DAFMAN 13-204 Volume 4. As a working manager, receives and transmits flight plans, meteorological, navigational, and other information in air traffic control station to perform preflight and emergency service for airplane pilots, accepts flight plans from pilots in person or by telephone and reviews them for completeness. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
**Essential Responsibilities:**
+ Provides work direction and operational oversight to assigned Air Traffic Control personnel on shift.
+ Maintain an up-to-date Flight Planning Room and Airfield Status Display in accordance with DAFMAN 13-204v2 that includes a complete set of current applicable DoD aeronautical publications.
+ Compile and report Traffic count information daily via ATARs (Air Traffic Activity Reporting System).
+ Provide extended airfield and control tower operations based upon a 16-hour workday, seven days per week and in a manner compliant with ATC restrictions and duty limitations identified in DAFMAN 13-204 v3, paragraph 4.5.
+ Develop a RAWS/ATCALS training program IAW DAFMAN 13-204V4, Chapter 9.
+ Liaise with the FAA and other agencies.
+ Maintain continuous security of communication tapes and immediately impound tapes following an aircraft mishap, accident, alleged violation, or Hazardous Air Traffic Reports (HATR).
+ Relays traffic control and other instructions concerned with aircraft safety to pilots, radios such information as identifying landmarks, beacons and available landing fields to pilots in flight.
+ Brief pilots on weather conditions occurring or expected to occur along their intended route of flight and at destination airport.
+ Assist pilots in planning route of flight, in making flight computations, filing flight plans, and obtaining proper clearance to fly in controlled airspaces.
+ Responsible for developing, disseminating and monitoring the currency of Notices to Airmen (NOTAMs) providing information on significant aeronautical conditions.
+ Operate and maintain UHF/VHF radio for air-to-ground, ship-to-shore, non-secure voice communications.
+ Verify operational status of the Air Traffic Control (ATC) communications recording equipment.
+ Receive and provide information and guidance to aircrews for flight safety.
+ Ensure that all requirements are met as defined in the Performance Work Statement.
+ Closely supervises equipment and material within assigned area of responsibility.
**Minimum Position Knowledge, Skills and Abilities Required:**
+ Must be a USN with a SECRET security clearance and a Federal Aviation Administration (FAA) certified Air Traffic Controller with at least 8 or more years’ experience.
+ Must have an Active Secret US Government Clearance. Note: US Citizenship is required to maintain a Secret Clearance.
+ Possess required knowledge, skills and abilities to effectively promote air traffic system safety in compliance with established Air Force, FAA, ICAO or NATO criterion.
+ Must pass annual Class II physical by FAA certified examiner IAW Federal Aviation Administration (FAA) standards and AFMAN 13-204 Vol 3.
+ Ability to exercise discretion and make effective decisions.
+ Solid communications skills, strong interpersonal skills.
+ Strong ability to work and lead as a member of a diverse, dynamic team.
+ Outstanding problem-solving skills and sound judgment.
+ Possess a valid state issued driver’s license and passport.
+ Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
**Work Environment, Physical Demands, and Mental Demands:**
+ A normal shift for ATC personnel is 8 hours, not to exceed 10 hours IAW DAFMAN 13-204v3 Para. 4.5.2.1.
+ Living and working conditions at the assignment location could be remote and uncomfortable.
+ Long hours, exposure to weather and hazardous conditions.
+ Personnel should be aware of moving on short notice and under adverse conditions.
+ Ability to travel domestically and internationally.
