Responsibilities PRIMARY PURPOSE: To plan, organize and direct all C-17 flight operations conducted by the 437th and 315th Airlift Wings. Act as the direct liaison between the 437th and 315th Airlift Wings, Air Mobility Command operations division (AMC/A3) and the 618th Aerospace Operations Center (TACC). Function as the Wing's Director of Airlift Operations, responsible for independently analyzing requirements, allocating resources, tasking flying squadrons, tasking wing support agencies, receiving TACC-tasked mission shells, resolving conflicting or incomplete data, and finalizing mission planning. Typical missions include Presidential and Vice Presidential support, worldwide contingencies, humanitarian relief, Joint Chiefs of Staff (JCS)-directed exercises, deployments, Special Assignment Airlift Missions (SAAM), Special Operations and Channel airlift. Plan global missions not supported by 618 AOC including deployments, OCONUS Off-Station Trainers, airdrop missions, Semi-Prepared Runway Operations (SPRO) and hurricane evacuations. Provide guidance to MAJCOM, 618 AOC and wing senior leadership on operational matters to include aircrew availability, special aircrew qualification requirements, aircraft compatibility with cargo, special-capability airframe availability, and restrictions on aircraft performance. Direct the activities of four civilian planners, any on-loan military planners and up to four enlisted 1C3As, ensuring productivity of personnel, assigning project priorities, monitoring deadlines and assuring quality of work. Direct the development and implementation of the Wing Operation Plan including the 437th and 315th wings' monthly, quarterly and yearly flying schedule as well as local airlift generation policy and procedures for all wing support agencies. Develop and implement large, sequential launch aircraft movements and evacuation plans for all possessed C-17 assets (up to $8.5 Billion worth) during exercises and weather-related emergencies. Act as primary Crisis Action Team member during those events. Assist the Wing Airlift Training Coordinator/Flight Duty Officer with planning and direction of unilateral and multilateral training missions comprised of local sorties, Off-Station Trainers (OST), airshow support, air refueling, exercise support and Joint Airborne/ Air transportability Training (JA/ATT). Duties: Serves as the Wing's Airlift Director (Barrel), directing and supervising all planning, asset allocation, risk assessment and tasked mission support functions. Independently assigns aircrew and aircraft assets against Higher Headquarters-tasked missions. Tasks wing support agencies to provide resources affecting mission accomplishment. Directs airlift stage operations at Joint Base Charleston. The wing's policy expert on global airlift operations. Accomplishes Barrel function on a rotational basis, approximately two weeks out of every six, and maintains on-call status 24 hours a day 7 days per week during this period. Serves as the Wing's primary short-range airlift planner (Bookie 1). Receives and reviews mission shells from 618 AOC/XOBA. Performs detailed analyses to resolve conflicting or incomplete data and satisfy unusual transportation requirements to finalize mission planning. Accomplishes all phases of planning for missions not supported by 618 AOC such as deployments, OCONUS Off-Station Trainers and those missions requiring C-17 capabilities such as Semi- Prepared Runway Operations (SPRO) or airdrop. Assesses operational risk and mitigates applicable risk factors through experience and extensive knowledge of regulatory guidance, environmental and enemy threats, aircraft performance and human factors. Accomplishes Bookie 1 function on a rotational basis, approximately two weeks out of every six. Serves as the Wing's primary long-range airlift planner and forecaster (Bookie 2). Collects crew availability metrics, ana1yzes aircrew and aircraft utilization reports and assesses risk to unit elements (mission execution, force development, crew retention). Interprets MAJCOM and local policy, provides policy guidance and allocates crew resource requirements to flying squadrons. Manages and allocates teams of reserve aircrews placed on Long-Term Manpower Authorization (LTMPA) orders. Trains DV Mission Commanders. Acts as primary airlift consultant during emergencies and exercises which may require large, sequential launches or evacuation of C-17 assets. Authors and administers the Wing Operations Plan (WOP), which defines local policy and regulations covering the planning and execution of airlift missions, Off-Station Trainers (OST) and Joint Airborne/Air Transportability Training (JA/ATT). Assists Wing Airlift Training Coordinator/Flight Duty Officer in executing local flying training programs for the 437th and 315th Airlift Wings. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED): May be required to work an uncommon tour of duty to include rotating and/or 12-hour shifts, weekends, holidays, and overtime, particularly during contingency operations. Required to maintain on-call status and be subject to 24-hour recall to support world- wide operations and short-notice, high priority missions. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; includes comprehensive knowledge of the worldwide DoD airlift system, route sets, prioritization and scheduling policies; comprehensive knowledge of C-17 operations policies, principles and practices; comprehensive knowledge of flight plans, clearance authorities and restrictions, route planning, Organized Track System, airways, and air refueling procedures; expert knowledge of policies and processes used by base agencies to provide mission support services; in depth knowledge of C-17 aircraft performance capabilities and limitations including range, fuel requirements, configuration, loading, weight and balance restrictions, runway/taxiway/apron size and weight limits and C-17 take-off/landing performance; mastery of C-17 aircrew management regulatory guidance governing crew rest, flight training/limitations, crew composition requirements, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods; practical experience in Global Decision Support System (GDSS) and office software (Microsoft Excel, PowerPoint, and Word); practical knowledge of statistical analysis tools and local management systems to interpret aircrew and mission data; in depth knowledge of aircrew and aircraft allocation processes and procedures and substantial managerial skills necessary to allocate 437th/315th aircrew and assets based on wing and squadron tasking levels; and practical experience interpreting airfield survey data information and applying it to C-17 capabilities and requirements. Factors include runway length, load bearing capacity, fuel types, navigation aids etc. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., If related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and substantial skill in applying an extensive body of airlift/air transportation regulations, methods and practices. Significant experience in worldwide flight planning and interpretation of flying instructions, Flight Information Publications (FLIP), visual and instrument flight rules, Federal Aviation Regulations, airfield information, en route supplements and issues affecting flight safety. Familiarity with obtaining diplomatic clearances and visas. Comprehensive knowledge of C-17 performance capabilities and limitations. Heavy transport aircrew experience highly desired. Mastery of C-17 aircrew management policies, procedures and regulations governing crew rest, flight training/limitations, crew composition requirements for various mission types, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods. Practical knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to perform the work (Global Decision Support System (GDSS), Single Mobility System (SMS), Airlift Mission Planning (AMP) etc.). Practical knowledge of office software and equipment to include Microsoft Excel, PowerPoint, and basic word processing to support office operations and produce a variety of reports and briefings. Extensive ability to autonomously coordinate complex issues and resolve a variety of difficult problems, often involving different and unrelated functions. Significant skill in effectively engaging with base, MAJCOM, DoD and other government agencies, resolving conflicts and negotiating positions while representing the Operations Group Commander's perspective. Considerable tact and solid judgment are essential to perform duties effectively while under pressure of heavy workload involving multiple taskings and short deadlines. Considerable skill planning, organizing work, meeting deadlines and leading small teams in a fast-paced and dynamic environment. Ability to communicate effectively, both orally and in writing, to include the ability to provide presentations and briefings to senior leadership. Skill in gathering and analyzing data, developing metrics and reports, and providing advice and technical guidance to installation leadership and organizations. Ability to assimilate the entirety of diverse C-17 operational factors including human factors, assess risks to life, property or successful mission completion and modify mission parameters/propose changes to mitigate or eliminate this risk.
