BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Experience that provided a general knowledge and understanding of traffic or transportation programs or operations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations knowledge of the functions, processes, and principles of management as they apply to aircraft operations, aircraft scheduling and documentation and the efficient use of personnel and resources in order to effectively and efficiently allocate Fairchild AFB KC-135 R/T assets to Tanker Airlift Control Center (TACC) and local training taskings. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate or pending flight operations. Knowledge of fact finding and coordinating techniques to obtain information and coordinate air refueling and airlift mission requirements, functions and procedures. Knowledge of the air refueling and airlift operations, regulations, principles, and peculiarities of aircraft scheduling. Knowledge of problem-solving techniques and be able to recognize the dimensions of the problems involved in order to establish facts and take necessary actions to develop alternate mission details. Knowledge of mission and scheduling technology to coordinate with other operations activities is required; knowledge of flying operations organizational structures and airlift programs. Knowledge of Quality principles; skill in using aircraft scheduling unique computer systems, such as, GOSS or C2IPS. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
