Ensure that APs yearly planning and budgeting processes are done in a participative and inclusive manner with all partners (Government, Churches, children, local NGO, CBO) for the attainment of child well-being targets.

Efficient, effective and timely project budget, including partner activities, in line with WV requirements and donor regulations. Existence of agreed multi-year project budgets with the Funding Offices and updated detailed current year budgets. Reasonable level of cash balance in the project bank account as well as partners within agreements. Appropriate financial capability assessment methods/tools. Clearly identified risk level of each partner based on the results of financial capability assessment. Appropriate agreements with partners for financial engagements.

Coordinate proper and timely implementation and monitoring of development and grants programmes/projects within the cluster as per indicated in DIPs, LEAP budgets and other planning documents.

Oversee evaluation and baseline processes of the cluster programmes following WV Ghana and WVI standards, tools and guidance.

Enforce stewardship and accountability by ensuring that financial and material resources are efficiently and effectively utilized following WV Ghana related policies and procedures within the cluster programmes for the intended purpose.

1.Effective and Efficient use of cluster/AP vehicles/motorbikes

2. Safe usage of IT equipment (computers, phones, accessories) and internet by all staff of the cluster/AP

3. Effective implementation of control systems for fuel management for vehicles, motorbikes and generators

Facilitate integration and implementation of transition plans, disaster preparedness plans and development of local institutions (CBOs, FBOs, District Assembly, Municipal Council, State Services….) for the attainment of child well-being targets.

Transition plans successfully prepared and approved by NO and  support Offices at least 2 years before AP closure

2. Completed Disaster Risk Reduction (DRR) plans and successfully implemented

3. Implementing Partners (Government and Community level) successfully development, available and involved in programme implementation.

4. Enhanced capacity of partners for the sustained implementation of child wellbeing interventions after programme/project closure

Ensure that sponsorship and child protection standards are adhered to and they are adequately integrated into programming for community transformation

1.Green rating (≥ 90% of items completed within standard time) for SOI in the GNOD all 12 months in the year

2. 100% of RC participation in at least 4 programme activities and captured in Hope for all RC

3. Safeguarding violations timely reported according to the standards.

4. Sponsorship 2.0 Child and Community contents produced according to Support Office Agreement

5. RC death reported to the Head Office within 24 hours and Completed Child Death Report   within 7 days

Ensure staff capacity & skills development and performance management (including timely review and performance appraisal) in the Area Programme (AP).

1.Cluster/AP staff adequately supported to effectively follow and achieve their set personal development goals.

2. Implemented OVS action plans that help facilitate a positive work environment that fosters collaboration, creativity, and high performance.

3. A motivated and well-capacitated workforce created by implementing strategies that boost morale, job satisfaction, promote work-life balance and professional growth.

4. The existence of a leadership succession plan  through the building and strengthening of leadership and management skills of staff facilitated by effective coaching and mentoring.

5. Effective staff engagement that addresses concerns on staff care, performance etc. duly ensured at the Cluster/AP.

Facilitate and strengthen networking relationships with government, church, faith based organization leaders and other key partners.

1.Established relationship with Faith Based Organisations for child wellbeing initiatives.

2. Successfully signed MoUs with all relevant partners including Government, faith based partners and CBOs which deepens tights and strengthen collaborations by end of the year.

3. A strengthened Church Partnership and Spiritual Nurture of Children in Cluster/APs

4 Actively participating in networking events and forums organized to facilitate interactions between the organization and potential local donors and partners at the district and National level

Prepare and submit quality and timely monthly, quarterly, bi –annual and annual ADPs narrative and financial reports.

2. Regular updates of Horizon to track progress on targets set

Ensure that audit recommendations are timely responded to, fully implemented and progress is reported quarterly to Head Office Audit Manager and Regional Operations Manager

1. Acceptable audit ratings recorded at all times

KNOWLEDGE/QUALIFICATION FOR THE ROLE

Required Professional Experience

Professional Experience: 5 years’ experience in program/project managementOther Experiences:  Working experience in community development is desired.

Required Education,

training, license,

certification

Educational level required:  BA/Bsc Degree in Economics, Agriculture, Business Administration, Development studies/planning, Social Science or other related field. A Masters Degree in one of the above is preferred

Certification: A certification in Project Management Professional or Project Management for Development Professional is an advantage

Must be a committed Christian, able to stand above denominational diversities.Attend and participate/lead in daily devotions and weekly Chapel services.Advanced knowledge in MS Excel/Word/PowerPoint.Good partnering and people management skillsGood analytical skills.Experience in budget execution of not less than $300,000/year.Good financial management and budgeting skillsAbility to work in rural communities with limited armenitiesPerform other duties as required.
