Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of Agency Emergency Management Supervisor, Grade 25, within the ITS/CPO/Public Safety Portfolio the position will support/coordinate IT related emergency management tasks while maintaining client relations with Disaster Preparedness Commission partners. Specific duties include, but are not limited to:Serve as an agency’s executive liaison with State, local and federal disaster operations.Coordinates agency efforts with emergency management and disaster preparedness governmental and related organizations to ensure effective implementation of the agency emergency management preparedness program and compliance with laws and regulations.Provides agency-wide administrative oversight for emergency management and planning.Develops and updates an agency’s Comprehensive Emergency Management and Continuity of Operations Plans.Ensures an agency’s continued implementation and compliance with components of the National Incident Management System.Provides training to all employees to support agency emergency preparedness and continuity of operations.Produces correspondence, reports, presentations, and other materials related to emergency management and disaster preparedness.Develop/Enhance monitoring systems and perform site visits to ensure that the process of threat or hazard identification and control is continually and properly implemented.Maintain SharePoint site for Emergency OperationsCoordination of the Information Technology Services – Emergency Operations On-Call RosterIn the event of an emergency, coordinates response, identifies resource needs, level sets severity and communicates needs in accordance with the Incident Command System.Create incidents/requests in IT Service Management Systems.Monitor and maintain prompt agency updates in the New York Responds system of record.
Minimum Qualifications Seven (7) years of progressively responsible experience in a large scale Information Technology (IT) environment administering and coordinating IT related activities and functions, including at least three years of experience in planning, developing, directing or coordinating emergency or disaster response services.Substitution: A bachelor's degree in the Information Technology or a related field may substitute for up to three years of experience. An associate's degree in the Information Technology or a related field may substitute for up to two years of experience.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
