Job Description

HII Mission Technologies is looking for a Program Manager to support its customer, the Air Force Agency for Modeling and Simulation. The program is Air Force Modeling Simulation and Support Services (AFMS3) with employees and subcontractors located throughout the US and OCONUS (Germany, Korea, UK and more). The primary work location for the PM is at the AFAMS facility in Orlando, FL. The Program Manager is responsible for the successful technical, schedule, and cost performance of this major program through subordinate and subcontractor program/project managers, in accordance with customer contract requirements and HII policies, procedures and guidelines. 

 

The Air Force Agency for Modeling and Simulation (AFAMS) is the premier agency responsible for implementation, integration, and development of Modeling and Simulation (M&S) and training and analysis standards that support the Air Force (AF), Department of Defense (DoD), and mission partners requiring these capabilities to support the Warfighter in full-spectrum operations. As the lead agent for M&S in support of operational training within the AF, AFAMS gathers requirements, seeks out potential solutions, and integrates legacy and emerging M&S solutions across the AF and DoD. The AF has validated requirements for M&S and synthetic environments that supports individual, team, and collective training to improve skills, decision making, and human performance.
  Essential Job Responsibilities

Responsible for the profit and loss of a large complex program. Directs all phases of programs from inception through completion. Responsible for serving multiple customers requiring developing and managing plans across several subcontractors. Responsible for overseeing a program contained at one primary geographic location however covering remote locations and multiple business functions and employees directly assigned to program. Program may require new technologies. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands services with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees including management level assigned to the program from technical, manufacturing and administrative areas.'

•    Management of a large diverse technical and operational SME workforce serving 20+ major DoD stakeholder organizations (primarily USAF) each with an independent line of funding and levels of effort

•    Manages one or major programs within a LVC division. Has supervisory and developmental responsibilities within a functional area. Manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.

•    Generates follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers. 
•    Maintains aggressive efforts to achieve program objectives.
•    Acts as a technical liaison with vendors.
•    Trains and supervises personnel. Assists in proposal process and coordinates with Pricing Department when required.
•    Responsible for all phases of the program budget.
•    Performs analysis and briefings for contract reviews.
•    Develops Quality Assurance Programs for all products and services.
•    Prepares Staffing Plans, including skill and labor mix, to support contract operations.
•    Responsible for recruiting, interviewing, and hiring staff. Assigns staff and provides technical direction as necessary to complete tasks.
•    Monitors contract, subcontracts, and funding; prepares forecasts of program financial performance.
•    Develops and delivers required contract, departmental, project and/or financial reports.
•    Experience managing subcontractors.
•    Top Secret Clearance

Minimum Qualifications

•   8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.

•    Prior PM experience of a $75M or larger program in the role of servant leader

•    PMP certified (or DAWIA equivalent)

Preferred Requirements

•    Direct experience managing United Stated Air Force programs for Air Force Life Cycle Management Center (AFLCMC) or AFAMS.
•    Aviation or distributed training experience.
•    Air Force Aviator experience in the United Stated Air Force, Air National Guard or Air Force Reserve Command. 

•  USAF or DoD Senior Service School Graduate

•  Past experience as an O-6, GS-15 or equivalent

Physical Requirements Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
