Duties Description The Addictions Program Specialist 1 (or Trainee) in the Division of Quality Assurance & Performance Improvement, Bureau of Certification will: issue Operating Certificates for all certification actions (renewals, amendments, conditionals, emergencies); verify certificate data to ensure accuracy and completeness; enter certification information into the database accurately; verify data already in the system; work with appropriate OASAS staff and the Bureau of Certification’s database to obtain and verify pertinent data for the issuance of Operating Certificate and related materials; evaluate circumstances relating to each certificate and notify management when a policy decision is required; attend to the details surrounding each action (correspondence, notification of appropriate parties, data system updates, etc.); coordinate information between other OASAS units to ensure accuracy and current information; review designation requests in advance of approval.Additionally, the Addictions Program Specialist 1 (or Trainee) will respond to inquiries regarding Certification processing issues including assisting Bureau or other Agency staff, providers and/or State and local government officials regarding requests for certification-related information communicated effectively and within identified timeframes.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications:Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist Trainee 1 through NYS HELPS Program:Trainee 1: A bachelor’s degree or higher. Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.*A master’s degree may substitute for one year of professional clinical or professional administrative experience. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.

The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.Telecommuting may be discussed as part of the interview process.The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
