Visit arcfield.com for more details. Responsibilities Arcfield is growing and seeking an Acquisition Senior Technical Specialist to support Acquisition Support for their customer’s COMM Directorate. The ideal candidate for this position will be able to lead a set of activities related to the acquisition of hardware, software, material, facilities, personnel, data, and services of a system needed to perform a designated function with specified results to satisfy needs intended for use in, or in support of, the mission (Please note, an offer for this position will be contingent on an awarded contract.) Key Responsibilities Include: Facilitate the planning, execution, and management of acquisition lifecycle functions for non-SETA contract efforts Lead the processes required to develop, recommend, and implement acquisition lifecycle process improvements Support market research activities as required Prepare, organize, author, and perform other required coordination of acquisition documents (e.g., acquisition strategy, acquisition plans, risk analysis documents, SOWs, task orders, engineering change proposals, award fee materials, cost estimates, proposal analysis, etc.), and other required solicitation/contract management attachments Conduct Request for Proposal (RFP) development, cost estimation, execution, and coordination activities Identify, formulate, and collect documents for inclusion in Contractor Bidders’ Library for supported acquisitions Identify and assess risks associated with acquisition implementation and management approaches for supported acquisitions Support source selection evaluation activities or contract management activities as an advisor to the Source Selection team, as required Qualifications BS 12-15, MS 10-13, PhD 8-10 Required Qualifications: An Active Top Secret / SCI w/Poly Clearance Bachelor’s degree in science, Technology, Engineering, Mathematics, or Business Development/Commnications related field Outstanding customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government A commitment to quality, accuracy, continuous improvement, and be detailed oriented Proven ability to work independently and collaboratively, managing multiple tasks concurrently Strong communication skills to liaise with technical and non-technical audiences Excellent analytical, problem-solving, and project management skills Demonstrated judgment, initiative, and critical thinking to execute mission objectives The ability to travel as necessary to satisfy assigned tasks Be comfortable and flexible with executing additional duties as assigned Experience throughout the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Ability to use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution. Has participated in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Has participated in the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report). Desired Qualifications: Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics Experience designing, researching and developing highly advanced applications, which may result in new product/business opportunities for the company Has assisted government procurement agencies to develop acquisition strategies, work statements, evaluation plans and qualify vendors. Demonstrated knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation.
