USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The Acquisition and Assistance (A&A) Division in USAID/BHA’s Office of Humanitarian Business and Management Operations (HBMO) is looking for a mid-level Advisor to support its Policy, Guidance, and Training (PGT) team with BHA’s internal application, award making, management, and reporting systems.

The mid-level A&A Systems Advisor reports to the PGT Team Lead or designee, with formal supervisory and evaluation functions performed by a Credence contract supervisor.

Responsibilities include, but are not limited to the duties listed below

The mid-level A&A Systems Advisor will perform the following responsibilities in direct support of the PGT team:

Support the collection of development requirements, testing and training for BHA’s internal application, award making, management and reporting systems.Review and provide feedback on system related documents, including the business requirements documents, mock-ups, release notes, etc. to ensure consistency and that acquisition and assistance requests are mapped from initial ticket to system integration and rollout.Participate in meetings and support documentation of discussions. Conduct user acceptance testing on system changes. Report on any issues identified.Support the team in working with other stakeholders to identify and plan for system needs.Support the development or modification of internal and external guidance documents to reflect system changes and support system changes to reflect updates to guidance, processes, and policies.Support data collection and analysis related to award-making and management needs to improve both system use and overall acquisition and assistance needs.Support data analysis through running reports and filtering and calculating data sets.Participate in bureau, division, and team meetings.Support an equitable and inclusive work environment where cultural diversity is celebrated and valued.Support an environment oriented in trust, open communication, creative thinking, strong team cohesion and workplace collaboration, and promoting and cultivating high team morale.Other tasks as needed and requested by the Team Leader or designee. Education, Requirements and Qualifications Minimum Education and ExperienceMA/MS and 0 years of relevant experience, ORBA/BS and 2 years of relevant experience, ORHigh school diploma and 6 relevant years of experienceExperience must culminate in a set of responsibilities similar to those of this position.Preferred Education and ExperienceMA/MS and at least 3 years of experience working in emergency relief or humanitarian assistance and experience working with databases or other information management systems, ORBA/BS and at least 5 years of experience working in emergency relief or humanitarian assistance and experience with databases or other information management systems.Required to have US citizenship with the ability to obtain and maintain a Secret Clearance.

Additional Qualifications and Requirements

Proficient experience working with databases or other information management systems.Comprehensive knowledge with the Federal Acquisition Regulation (FAR), USAID Automated Directives System (ADS), Code of Federal Regulations (CFRs), Office of Management and Budget (OMB) Circulars, or other directives governing Assistance Awards.Demonstrated experience working with the U.S. Government Agencies. Preferred experience with requirements gathering and user acceptance testing. Preferred humanitarian programming experience.Strong written and verbal skills, including the ability to support the development of user-friendly systems guidance. A writing test may be administered as part of the interview process.Advanced ability to analyze data and produce analysis in Excel, PowerPoint, etc., including the development of graphics.Ability to work in a fast-paced environment and consistently meet deadlines.

Full pay range for this position is $115,000.00 to $130,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
