Accounting Technician
Summary This position is within the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Government Employees Services Division (GESD) located in New Orleans, LA. The incumbent of this position will perform a variety of accounting, financial, and/or payroll related tasks to include processing documents, completing account reconciliations, and reviewing accounting records. Responsibilities Performs a variety of accounting, financial, and/or payroll related tasks Analyzes various documents to determine discrepancies and identifies corrective action to be taken. Establish and maintain appropriate rapport with internal and external customers to promote and improve program objectives. Explain complex issues in layman terms so that a customer can comprehend the resolution. Researches and prepares well-written responses and emails that provide customers with accurate information regarding inquiries. Receives and reviews accounting documents for proper accounting codes, classification, signature, transaction codes, etc., and determines appropriate action to update ledger(s). Maintains funds control, reimbursement, credits, collection, customer orders, and general ledger by processing day to day accounting documents, Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-5 Specialized Experience. One year of Specialized Experience, equivalent to the GS-04 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as an Accounting Technician. Examples of such experience include: (1) Research and analyze payroll reports and/or debt information from an automated system. (2) Experience using accounting methods, procedures and techniques in order to reconcile accounts within established deadlines. (3) Experience using computer programs such as: Excel, Outlook and Word applications. (4) Experience communicating with customers orally and in writing to convey accurate information. NOTE: This experience must be demonstrated on your resume/supporting documents. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education GS-5 Education Can Be Substituted For Experience: Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. GS-5 Combination Of Education And Experience: Combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This is a bargaining unit position aligned to the American Federation of Government Employees, Local 2341.
