All incumbents are cross-trained to perform all duties within the business office. This position is located in the Engineering and Operations Section 55, Business Office. Incumbent must be self-motivated and able to perform duties independently with little to no supervision on a daily basis. The incumbent is required to exercise a high degree of independent judgment and initiative in determining the approach/action to take in non-routine situations. This position must possess an extensive knowledge of DOTD Business Services, Procedures manual, DOTD Purchasing Rules, and Regulations, to report and document all accounting processes. Incumbent participates in DOTD structured training programs as appropriate and attends all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. Examples of Work Job Duties and Responsibilities: 60% Accounting Services Incumbent receives, prepares and enters invoices from external vendors or contractors for payment on a daily basis and has responsibility for ensuring accurate processing of all payables, which require the ability to make decisions to ensure coding is consistent with Section's budget allocation and Section's policies. Incumbent must maintain role or requisitioner. Accountable for accurate budget reporting by auditing expenditures prior to payment; confirming validity of charges; proper coding-including but not limited to Cost Center, Commitment Item, Agile or Plant Maintenance Work Order, WBS Element; correct vendor name, remit to address, and vendor number; quantity; reviews contract pricing issues; processes payables via ECC.. Enters good receipts via MIGO and reconciles invoice, goods receipt and purchase order (via ME23N). Processes payments in ECC via transaction code MIR7 and FV60. Creates and forwards payable package to Financial Services on a daily basis. Incumbent must have working knowledge or DOTD Procurement Policies and Procedures On a monthly basis, the incumbent audits and reconciles vendor statements using ECC (FBLlN), ensuring accuracy of payment activity; works directly with the vendors, Financial Services or OSUP, to address errors or omissions. Incumbent refers all errors invoicing issues to DOTD Procurement using a complaint form for further review at the Headquarter level. Incumbent is required to prepare reports on a routine basis to assist supervisor in tracking all equipment repairs exceeding routine costs. Creates and maintain GL/Commitment Items cross walk via Excel spreadsheet to ensure consistent coding. Create and maintain vendor files by fiscal year and vendor name with payable documents filed in chronological order. Incumbent maintains Excel spreadsheets for each fiscal period to log all payable transactions, shopping carts and purchase orders. Spreadsheets include; (Vendor Name, Vendor Number, Date of Invoice, Amount of Invoice, Entered Date, Document Number, Payment Date and Payment Type & Number). 20%Additional Duties Incumbent serves as direct liaison to vendors, co-workers and fellow DOID employees in other Business Offices, concerning payment information and/or discrepancies. Assist vendors with OSUP Registration process to ensure successful transition for new vendors. Works directly with supervisors, Section Heads, OSUP, Financial Services and/or Vendor and Contractor representatives to identify opportunities for improvement and develop process improvement to ensure successful administration of Accounting and Payroll processes. 15% Payroll/HR/Administrative Function: The incumbent of this position serves as backup Timekeeper for Section 42. As a part of this responsibility, the incumbent ensures hours worked are reported properly, reviewing coding the Cost Center, WBS Element, Agile or Plant Maintenance Work Order, Leave and/or Attendance, as well as supported by properly executed Leave slip when applicable. Generates bi-weekly payroll reports (not limited to ZT37, ZT20, ZP241, and ZP97) via ECC to audit and ensure accuracy of payroll information. Incumbent advises supervisors when to complete PPA then forwards documentation to Section Head for approval. Prepares and submits Prior Period Adjustment (PPA) forms to correct errors regarding hours, overtime, leave and/or equipment used to ensure compliance with State and Agency policies and procedures. Ensure accounting and payroll files are compliant with DOTD Records and Retention policy. Creates and maintains error report for payroll audit purposes, tracking volume and type of errors by user; submitting to Section management for review (ZT37, ZT20). 5% Miscellaneous Duties May be required to perform other duties as necessary, including but not limited to emergency/disaster support activities.
