This 4-H Team Leader is responsible for providing leadership in the planning, implementation, and evaluation of a broad educational program in the area of 4-H Youth Development and coordinating the 4-H Program. The major subject matter area for this position includes foundations of education, teaching and learning, and research in the three National and NYS 4-H Mission Mandates including STEM & Agriculture, Civic Engagement, and Healthy Living. The Team Leader will have oversight of the entire 4-H Program including 4-H Camp Shankitunk.
The individual will participate as an active member of the Association program management team in developing a well-integrated overall Association educational effort. The 4-H Team Leader is responsible for management and supervision of staff and financial resources in the 4-H Program and for assuring that accountability and affirmative action requirements are met within the program unit. The individual will assist in representing the Association before the public, community leaders, government officials, and Cornell University in conjunction with program and leadership responsibilities.
Required Qualifications:
+ Master's Degree with appropriate subject-matter specialization in educational studies.
+ At least 2 years of progressively responsible leadership experience in Cooperative Extension or equivalent professional experience.
+ Course work and experience in STEM, leadership, education, youth development, volunteers, 4-H mission program mandates and program management.
+ Demonstrated ability to provide supervision and guidance to youth, staff, and volunteers.
+ Demonstrated ability to manage resources.
+ Demonstrated ability to lead and participate effectively in professional team efforts.
+ Ability to work as part of a team and relate effectively to co-workers, advisors, community and professional leaders, and clientele groups.
+ Ability to work effectively with people of varying ages and socio-economic and ethnic backgrounds.
+ Demonstrated ability to communicate effectively through oral, written, and visual channels using traditional tools as well as innovative applications of electronic technology (i.e., computers, video, etc.).
+ Must demonstrate a high degree of accuracy, integrity, sound professional judgment, and the ability to handle confidential and sensitive information.
+ Ability to move/transport up to 50 pounds.
+ Ability to concentrate closely and have manual dexterity.
+ Ability to meet travel requirements associated with this position.
+ Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
+ Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.
Preferred Qualifications:
+ Ability to initiate, plan, organize, implement, teach, and evaluate informal educational programs.
+ Demonstrated knowledge of youth development principles and experience creating opportunities that promote positive youth development.
+ Knowledge of local county needs and the services provided by other agencies that relate to the program area.
+ Knowledge of statewide and/or national initiatives and subject matter related to STEM, Agriculture and Healthy Living 4-H program areas.
+ Ability to effectively involve appropriate consultants and committees in the development of program direction and for the resolution of problems.
+ Demonstrated effective use of a variety of program delivery methods to reach individuals and groups.
Position Responsibilities and Essential Functions
Program Assessment – 10%
+ Lead the application of subject matter knowledge to identify gaps and trends in the community.
+ Lead the 4-H team in utilizing Cornell Qualtrics to assess short term and long-term goals, assess retention of content, and the achievement of program outcomes.
+ Make recommendations for programmatic offerings, enhancements, and improvements.
+ Lead team in multidisciplinary team efforts to assess program.
+ Maintain direct linkage with Cornell University faculty and program units for program assessment guidance.
+ Ensure program assessment is aligned with the local and statewide Plan of Work.
+ May be involved in multi-association team efforts to assess program.
Program Development – 10%
+ Lead the development of innovative educational programs based upon National 4-H and NYS 4-H Mission Mandates and the statewide Plan of Work.
+ Lead the application of subject matter knowledge to develop educational strategies and innovative educational programs that are evidence based.
+ Research, identify, and structure programs that address community and individual needs and that consider the diversity of the community.
+ Make programmatic changes based on program evaluation outcomes.
+ Maintain direct connection with Cornell University faculty and program units for program development guidance.
+ Lead the application of subject matter knowledge to create educational programming to targeted audiences utilizing the National and NYS 4-H Mission Mandates.
+ May be involved in multi-association team efforts to develop program to meet changing regional or priority issues.
+ Utilize program committees to involve our clientele in the program development process with respect to the demographics of the community.
Program Delivery – 10%
+ Lead the application of subject matter expertise to create innovative lesson plans and adapt approved curriculum and materials to meet program objectives.
+ Occasionally teach existing educational programs as designed and with discretion.
+ Effectively utilize all forms of mass media, including social media, for innovative delivery of 4-H Youth Development programs.
+ Provide program information to show impact of 4-H programming and bring awareness to the public through success stories, annual report, videos, newsletters, newspaper articles and social media.
+ Serve as a 4-H Youth Development subject matter expert; provide highly complex non-standard responses to schools, agencies, and other groups or community members.
+ Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
+ Serve as a team member and cooperate with the entire Association and 4-H program staff to achieve Association program delivery goals.
+ Work to foster acceptance of 4-H Youth Development program, methods and policies while addressing community and individual needs with the consideration of diverse audiences.
+ Ensure program delivery is within the scope of the statewide and Association Plan of Work.
+ May be involved in multidisciplinary team efforts to deliver programs.
Program Evaluation – 10%
+ Lead the application of subject matter knowledge to analyze and evaluate educational program and make recommendations for improvement.
+ Design or create program evaluation framework.
+ Interact with program participants, advisory committees, county and community leaders to obtain evaluation data for programs.
+ Implement program evaluation process.
+ Interpret and communicate evaluation results and findings to Executive Director, Board, program advisory committee, county and community leaders, as appropriate.
+ Ensure program evaluation is within the scope of the statewide and Association Plan of Work.
Applied Research – 5%
+ May participate in faculty research projects or projects being conducted by the State 4-H Office staff.
+ May participate in association multi program or regional research projects.
Administrative Direction – 20%
+ Provide leadership to the interpretation of Association program direction to plan educational programs (based upon yearly Association goals and Association Plan of Work).
+ Provide leadership to interpret University program direction to plan educational programs based upon 4-H Mission Mandates.
+ Provide leadership to plan the delivery of established educational program goals.
+ Provide the leadership to plan the structure of delivering educational programs via various methods.
+ May assist in developing shared Association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
+ Anticipate or project expenses to develop a unit budget.
+ Project unit budget based on established financial guidance or procedures.
+ Plan effective strategic funding efforts.
+ Plan effective strategic external and internal program communication and marketing.
+ Assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries, and community leaders for program/function.
+ Assist in utilizing good marketing strategies in the generation of an appropriate public image.
+ Assist in creation of a variety of fundraising plans and programs designed to meet overall public affairs goals and objectives.
Administrative Management – 20%
+ Oversight of the 4-H Camp Shankitunk facilities including the Lennox Memorial Forest, buildings, and surrounding grounds.
+ Supervise new construction, remodeling, and continuing maintenance projects at 4-H Camp Shankitunk facilities.
+ Provide moderately complex administrative management support to the overall organization.
+ Plan program delivery implemented by direct reports following the Association Plan of Work.
+ Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff in accordance with established policies, procedures and protocol.
+ Identify 4-H Youth Development staff and/or volunteer development or trainings needs and plan programs to train staff and/or volunteers as necessary.
+ Provide oversight of the hiring process for camp and fair staff.
+ Lead the management of 4-H Youth Development volunteers and volunteer leaders, including recruitment and involvement, ensuring the program adheres to Volunteer Involvement Policy.
+ Provide oversight of the annual safety training for camp staff.
+ Solve problems and resolve conflicts that arise in the 4-H Youth Development Program utilizing appropriate policies and procedures.
+ Provide oversight of camp program offerings to ensure camper safety and effective delivery of evidence- based programs.
+ Monitor program to ensure that educational content and program evaluation conforms to policies and objectives of the association and is research knowledge based.
+ Provide fiscal management and oversight of the 4-H Youth Development Program.
+ Ensure grant funding and reporting requirements are met.
+ Monitor and manage 4-H program budget expenditures to ensure spending is within budget.
+ Ensure grant and funding proposal completion to secure additional program funding as appropriate.
+ Effectively allocate financial resources to accomplish program objectives.
Administrative Coordination/Operation – 10%
+ Coordinate the 4-H Youth Development volunteer enrollment and reporting process and work with the team to ensure all volunteer files, paperwork, and communication has been completed in accordance with established policies and procedures.
+ Review and approve non-exempt timecards and time off requests for direct reports in a timely fashion by established deadlines.
+ Provide information as requested to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.
+ Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.
+ Maintain confidentiality of all information and data collected, accessed and/or maintained.
+ Transport self and/or program materials/resources in performing position responsibilities.
+ Prepare and submit required reports related to programming activities and accomplishments to communicate results to appropriate stakeholders.
+ Submit program data and reports to meet funding agency requirements.
+ Complete required financial documentation to meet the grant or budget requirement.
+ Complete and submit grant or funding proposals as necessary.
+ Collect evaluation data from program participants and volunteers.
Professional Improvement – 5%
+ In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
+ Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
+ Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
+ Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
+ Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
+ Maintain regular and predictable attendance and punctuality.

Position Details
This is a full-time, benefits eligible, exempt position. Annual salary paid in the range of $67,740 - $69,925. This position is located at the CCE Delaware office in Hamden, NY.
